Facilities Project Manager

This leadership opportunity focused on providing project management for capital facility projects pertaining to new construction, renovation, and/or major repair and construction projects.

This position sits on the library’s Leadership Team, helping guide the library’s mission, strategy, and work plan development.

 An ideal candidate will demonstrate:

  • Knowledge of facilities planning and construction management processes and procedures.
  • Principles and practices of project management and contract administration.
  • Current construction methods, costs and cost estimating.
  • Applicable local, state and federal laws, codes and standards related to construction.
  • Design and construction management including developing bid specifications, reading blueprints and evaluation of design and construction projects.
  • Strong customer focus and excellent communication skills to collaborate with all levels inside the organization and within the diverse community we serve
  • Strong and demonstrable commitment to building staff relationships.
  • Experience in a collaborative system-wide project planning environment using project management, program development and evaluation principles
  • Ability to develop and maintain effective working relationships with internal and external customers
  • Understand and implement Pierce County Library strategic framework

Compensation

Pierce County Library System offers a compensation program which recognizes qualifications and experience relevant to each position. The starting pay is established typically within the hiring range below based upon the experience of the individual hired into the role. Eligibility for overtime is exclusive to positions which are FLSA status non-exempt below.

Hiring Range: $101,016 – $148,335 annual

FLSA Status: Salaried, Exempt

Position Status: Regular, Full-Time

Hours Per Week: 40

Work Schedule: Monday - Friday. Schedule is subject to change.

Union Status: Not union represented

Position Summary

Performs highly skilled facility construction planning and project management tasks; develops and administers a variety of contracts and projects relating to the management of the Library’s facilities; oversees facility assessment surveys and projects costs for repair and replacements; observes and inspects work in progress to ensure proper procedures are utilized and project specifications are fulfilled; works with departmental budgets and bid procedures; acts as liaison with other departments, contractors, and regulatory agencies; and supervises related contract/project work. Works in conjunction with and under the direction of the Facilities Manager and supervises assigned personnel.

  • Serves as Project Manager for capital facility projects pertaining to new construction, renovation, and/or major repair and construction projects.
  • Manages and coordinates the activities of Facilities projects with a specific timeframe and funding amount to ensure that goals or objectives of the project are accomplished within specified timeframe and funding parameters.
  • Assists in creating and implementing long term capital, facilities, vehicle maintenance and replacement plans.
  • Prepares RFB/RFP/RFQs and conducts all necessary meetings to facilitate hiring professional services, contractors, and vendors.
  • Coordinates move-in and outs of new and existing facilities.
  • Prepare or participate in the preparation of abstracts, research reports, funding proposals, operations and procedure manuals and other written material and documentation as required.
  • Ensures effective, timely written and oral communication among consultants, contractors, department heads and other stakeholders
  • Hires, trains, supervises, disciplines, and evaluates the performance of assigned personnel; ensures staff compliance with Library and departmental policies, procedures, service standards, regulatory requirements, and safety practices.
  • Stays apprised of trends and developments in the field of library buildings and facilities management.
  • Develops and analyzes metrics related to facilities management.
  • Demonstrates punctuality and regular and consistent attendance.
  • Brings matters of public concern regarding waste, inefficiency, corruption, discrimination, and safety to the attention of Library Management.
  • Demonstrates punctuality and regular and consistent attendance.
  • Accurately communicates the Library’s policies to members of the public in all job-related contacts.
  • Positively reflects Pierce County Library’s mission, vision, and values to members of the public and to staff.

Required Knowledge, Skills, and Abilities

The employee is expected to perform or possess the following:

  • Bachelor’s Degree in related field and
  • Five to seven years management experience; OR
  • Any combination of education and experience which would provide the required knowledge and skills and allows successful performance of the job.
  • A valid Washington State Driver’s License may be required
  • Knowledge of facilities planning and construction management processes and procedures.
  • Principles and practices of project management and contract administration.
  • Current construction methods, costs and cost estimating.
  • Applicable local, state and federal laws, codes and standards related to construction.
  • Design and construction management including developing bid specifications, reading blueprints and evaluation of design and construction projects.
  • Skill in leading, coaching, and delegating
  • Must successfully pass pre-employment and criminal background screening.

 

Technology Requirements:

Required:

  • Ability to effectively navigate basic electronic record creation and storage (e.g. timecard/HRIS, performance review, network drive storage)
  • Use of basic office equipment (e.g. PC, printer, phone, fax, mouse, security alarm)
  • Basic keyboard and alpha/numeric data entry skills
  • Basic PC navigation skills in a windows based environment; ability to connect and print
  • Ability to navigate, search and use basic web functions and applications
  • Intermediate MS Office Suite skills (e.g. Outlook, Word, Excel) to satisfactorily complete job responsibilities
  • Experience with time and attendance systems or processes
  • Ability to collect, audit, analyze data sufficient to formulate recommendations and make decisions as required by position
  • Experience in ebook management (branch roles only)
  • Experience with Integrated Library System, Inventory or Data Management system (branch only)
  • Ability to document instruction, troubleshoot, and teach basic level MS Office Suite (e.g. Outlook, Word, Excel) to satisfactorily complete job responsibilities

Physical and Environmental Conditions:

Work is conducted in a normal office setting that provides comfortable lighting, temperature and air conditions. Occasional light lifting, such as three to four reams of paper, four or five books, or other library materials up to 35 pounds may be required. Subject to sitting and standing for extended periods of time, walking, bending, reaching, and lifting objects weighing up to 30-35 pounds. May lift or push up to 50 pounds as needed with assistance.

Work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices or meeting rooms, e.g. use of safe work place practices with office equipment, and/or avoidance of trips and falls and observance of fire regulations.

Work may be performed in a library environment and involve regular contact with the public, and/or require push/pull loaded carts.
