The Alternate Site Manager is responsible for meeting Contractor’s work requirements, including scheduling of personnel, work supervision, and quality control.  The Assistant Site Manager have full authority to act for the Contractor relating to daily contract operation in the absence of the Site Manager. 

The ASM will act as the Recreational Manager and will be responsible for all recreational services support in the following functional areas: Cashier, Lodging, Food/Beverage, Escorts, Personnel Personal Trainers and Linen services.   The Manager shall provide program planning and execution, and supervision of contract labor to meet all requirements. The supervisor shall submit program planning and implementation to the Alternate Site Manager/Recreational Manager, Site Manager and/or COR or a designated Government representative (DGR) for approval.  The supervisor shall be present at events to effectively manage and monitor the programs.

 

ESSENTIAL JOB FUNCTIONS:

  • Perform as Recreational Manager and ensure successful services provided in all recreation functional areas:
    • Morale Welfare Recreation (MWR)
    • Fitness operations
    • Learning Resources Center (LRC) operations
    • Theater operations
    • Lifeguard services
  • Oversee program planning, execution and labor and supervision of Recreation Program.
  • Ensure proper protection, tracking and replenishment of all equipment.  Must establish, execute and monitor a 5-year equipment replacement plan.
  • Ensure a 120-day look ahead calendar of events for all recreational activities maintained, executed and reported to COR monthly.
  • Assist with coordinating all arriving entertainer schedules and needs inclusive of lodging, host nation requirements, set-up and teardown.
  • Identify supply requirements and prepare necessary documentation for purchase.
  • Assist with other facilities or departments as needed to ensure mission success.
  • The ASM shall ensure that personnel assigned to all tasks have the requisite knowledge and skills to meet minimum performance requirements and comply with all applicable laws and regulations.
  • The ASM shall document all training by name, training and date and make these records available to the COR or designated representative upon request.
  • Communicate equipment performance expectations to suppliers including quality, performance, manufacturing, capacity, system fit and life cycle costs.
  • Responsible for client relations throughout the project life, ensures open and positive communications, and facilitates change management and dispute resolution
  • Monitor all OCN/LN staff performance and provide the necessary training to perform the assigned duties to meet the customer requirements
  • The ASM shall be available within four (4) hours to meet on the installation with Government personnel (designated by the ACO) to discuss focus areas.
  • As needed, the ASM will perform site management duties inclusive of but not exclusive to:
    • Develop and provide monthly reports on the milestones of all operational areas of the contract.
    • Identifies project changes and conflicts against the Performance Work Statement and coordinates through contracting to resolve conflicts and negotiate required modifications.
    • Manage tasks in the field, including day-to-day coordination of resource allocations, quality control, project safety, management oversight, and integration of plans and schedules to ensure success in meeting goals and objectives.

 

EDUCATION & EXPERIENCE:

  • High school diploma or GED.
  • At least 2 years of experience of Installation Support Services (ISS) inclusive of recreation, fitness, lodging, pool, and custodial services.
  • Knowledge of regulations and rules of play regarding any weekly recreational activity or tournament hosted.
  • DRAM Shop Training and Food and Beverage Handler’s Course Certificate
  • Experience monitoring and managing both USN and OCN staff associated with the department and if needed other departments.
  • Six (6) years’ experience managing services contracts inclusive of recreational, fitness, escort, maintenance, food/beverage and linen services.
  • Intermediate to expert level of all Microsoft products including Excel, Word, and Power Point.

 

KNOWLEDGE & SKILLS:

·       Hospitality and services management industry as well as aseptic cleaning procedures.  Military protocol and correspondence. 

·       Air Force Instructions for procurement, lodging, NAF resale and property procedures.  Air Force Support (SVS) experience not required but highly desirable.

 

ADDITIONAL REQUIREMENTS

  • Must have a valid U.S. Driver's License.
  • Possess a valid U.S. Passport (preferred)
  • Must be able to meet all current USCENTCOM Deployment Policy Requirements, as outlined in the USCENTCOM APR 23 MOD SEVENTEEN TO USCENTCOM INDIVIDUAL AND INDIVIDUAL-UNIT DEPLOYMENT POLICY
  • Able to obtain and maintain a valid Residency Visa for Kuwait.
  • Must be able to work in extreme environmental conditions including dust and high temperatures.
  • Must be able to endure long hours, exposure to weather and hazardous conditions.

 

TRAVEL:  100%, in deployed location.

 

SECURITY CLEARANCE:  Must have and maintain a DoD Secret Clearance.
