The Civil Engineering (CE) Operations Lead is responsible for managing daily operations, ensuring compliance with contractual requirements, and supporting the Base Operation Infrastructure Support (BOIS) mission. Stationed at AAAF, this role involves overseeing personnel, scheduling, quality control, and emergency response activities. The CE Operations Lead coordinates technical and administrative efforts to meet performance standards and sustain operational efficiency. This position requires experience in supervising complex projects within military or government environments, ensuring adherence to established policies and procedures. The CE Operations Lead is instrumental in maintaining high-quality support services for base infrastructure operations.
ESSENTIAL JOB FUNCTIONS:
- Manage all daily operational activities related to Base Operation Infrastructure Support, including work supervision, quality control, and personnel scheduling.
- Ensure compliance with all contractual requirements, policies, and procedures outlined in Appendices W through AG of the Performance Work Statement (PWS).
- Act as the primary point of contact for Base Operation Infrastructure Support during emergencies, ensuring availability both on-site and remotely.
- Oversee and direct technical and administrative project functions, including reporting, staffing, and personnel management.
- Coordinate with the Program Manager to ensure contract deliverables are met on time and within scope.
- Supervise and guide the transition of project phases, including setup, contract modifications, and demobilization.
- Manage vendor relationships and coordinate subcontractor activities to ensure seamless support operations.
- Develop and implement operational strategies to optimize efficiency and achieve performance objectives.
- Monitor and resolve project challenges, ensuring alignment with government and company requirements.
- Foster a collaborative environment to enhance team performance and client satisfaction.
EDUCATION & EXPERIENCE:
- At least four (4) years of supervisory experience and six (6) years of relevant experience managing tasks related to Base Operation Infrastructure Support.
- Bachelor's degree in a related discipline or equivalent relevant experience (8+ years in operational management of government-sponsored programs may substitute for education).
- Demonstrated ability to supervise, schedule, and manage personnel in alignment with contractual requirements.
- Knowledge and experience with quality control processes and reporting protocols within government or military operations.
- Ability to obtain and maintain any required security clearance for the position.
LICENSE & CERTIFICATIONS:
- Valid US Passport (preferred)
- Valid US Driver's License with clean driving report.
KNOWLEDGE & SKILLS:
- Prior military experience, particularly within roles relevant to Base Operation Infrastructure Support.
- Experience with transitional activities, vendor management, and client relations on government or military contracts.
- Familiarity with Appendices W through AG of the PWS, specifically in relation to operational management and task execution
MINIMUM QUALIFICATIONS:
- US Citizenship
- Must be able to meet all current USCENTCOM Deployment Policy Requirements, as outlined in the USCENTCOM APR 23 MOD SEVENTEEN TO USCENTCOM INDIVIDUAL AND INDIVIDUAL-UNIT DEPLOYMENT POLICY.
- Must be able to work in extreme environmental conditions including dust and high temperatures.
- Must be able to endure long hours, exposure to weather and hazardous conditions.
