The Job
The Sr. Grants and Contracts Officer will manage the full lifecycle of assistance awards, grants and contracts with the U.S. Government, bilateral and multilateral organizations, foundations, corporations, and private entities, ensuring compliance with relevant regulations and guidelines. Manage a complex regional portfolio, serve as primary contact and principal advisor to client groups such as the International Programs Group (IPG), Transformational Engagement (TE), and WVUS senior management for all compliance issues related to public and private sector funding. Help carry out our Christian organization’s mission, vision, and strategies. Personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word, and sign. Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, chapel, prayer, worship, devotions, and leadership of devotions); incorporate WV Core Values into decisions within scope of role.
Responsibilities Include
Compliance Oversight:
Act as the primary liaison for acquiring, managing, and ensuring compliance for diverse federal and non-federal grants, contracts, cooperative agreements, and other funding mechanisms.
Compose and negotiate various legal documents including teaming agreements, subgrants, amendments, professional service agreements, and nondisclosures.
Provide critical guidance to the IPG finance, programs and field offices providing expertise on regulations, compliance, technical support, and grant administration throughout the project’s entire lifecycle.
Support in monitoring subgrantee compliance and ensuring adherence to agreement terms and conditions. Take the lead in implementing corrective measures for instances on non-compliance.
Assist with annual single audit and other external and internal audits of grant and department activities. Monitor audit and compliance issues throughout the project lifespan, including certifying and fulfilling all formal closeout requirements and requests from donors.
Coordinate the development, improvement, and support of WVUS policies, procedures, and systems to ensure WVUS compliance with federal, state, and other governmental policies, procedures, regulations, statutes, as well as other funder requirements for the Legal department.
Collaborate with IPG programs to develop and review risk mitigation plans, including Risk Assessment and Management plans and Safeguarding plans.
Lead the grantor notification process regarding allegations and incidents under grant funded projects including the drafting and submission of Mandatory Disclosures and other notifications required by the terms of the award under management.
Grant and Contract Acquisition:
Advise program and fundraising teams on compliance with policy, legal, and regulatory requirements for grant and contract acquisition.
Conduct thorough donor analysis and advise internal teams on grant and contract eligibility.
Lead the preparation of certifications, teaming agreements, letters of intent, confidentiality agreements, screening, and vetting documents.
Manage end-to-end procurement processes, including drafting contracts and overseeing consultant engagements. Ensure adherence to contractual and compliance obligations and hold consultants accountable for timely deliverables.
Perform due diligence, conduct partner screenings, facilitate vetting processes, verify the eligibility of grantees, implementing partners, and contractors to ensure alignment with WVUS BPS and Safeguarding policies.
Review and approve legal, regulatory, and contractual aspects of award documents.
Advisor to WV Partnership Offices:
Coordinate and collaborate with World Vision International teams to ensure funder compliance. Assist in drafting policies and manuals as necessary.
Notify World Vision International audit and legal departments of issues or risk areas under U.S.
External Funder and Implementing Partner Relations:
Develop and maintain effective working relationships that are consistent with WV values with internal and external stakeholders, such as members of other departments, U.S. Government agencies, subrecipients, and contractors to be as effective as possible in contract negotiations and project management and to keep apprised of policy and regulatory changes.
Provide input to WVUS comment letters to grantor agencies regarding proposed revision and implementation of policies and regulations.
Research, Special Projects & Technology:
Research legal and regulatory issues affecting the acquisition and implementation of financial assistance and acquisition awards.
Lead special projects to increase corporate effectiveness in coordination with the Director, Grant and Contract Services and Senior Manager, Grant and Contract Services.
Provide support, management, and routine maintenance of electronic platforms and databases.
Capacity building:
Facilitate training sessions on topics such as grants management, internal controls, and administrative systems, as well as sectoral specific topics to field staff as needed and assisting field offices in interpreting regulations to ensure compliance.
Contribute to the capacity building efforts by assisting in the development of training materials and tools.
Mentor and onboard new team members within the Grant and Contact Services team, i.e. Compliance Administrators, Associate Grant and Contract Officers, and Grant and Contract Officers to ensure compliance with internal policies and external legal/regulatory requirements.
Lead and work collaboratively with team members when assigned to work as a member of a team.
Conduct appropriate and useful field visits to assist the office, ensuring communication and coordination with appropriate staff members.
Perform other duties as assigned.
Maintain awareness of corporate goals, objectives, organizational announcements, and activities. Reference and follow organizational policies and procedures, seeking clarity as needed.
Required Education and Experience
Bachelor's degree or equivalent (eight years) work experience. In addition to education or educational equivalent, requires work experience in accounting, business administration, finance, legal, grant, and/or contract fields; 5-8 years. Gateway 2 Grants and TOT certification required within 6 months of hire. Spanish, Portuguese, French and/ or other language capability desired, and might be required for some regional portfolios (e.g., Latin America, West Africa, Southern Africa).
Salary Range & Benefits
WVUS Pay Grade Level: 226
The estimated hiring range is $89,680- $110,000.
The full earning capabilities for this role is $84,600- $135,400.
This range applies to locations with a market similar to our Federal Way and Washington D.C. offices. A different range may apply based on your work location.
