Location: Hybrid and located within 60 miles of Washington, D.C.
Reports to: Senior Manager, Government Relations
Required Experience: Bachelor's degree or equivalent (eight years) work experience. Requires a minimum of five years’ work experience dealing with advocacy and policy issues, including interaction with the executive or legislative branches of the U.S. government. Must have work experience producing briefing papers, congressional testimony, letters and various media materials. Must be able to communicate effectively with external audiences including the news media. Must have a mature faith demonstrated by a personal commitment to Jesus Christ and service to others.
Work Authorization: Must be authorized to work in the U.S.A. for any employer.
Travel: Up to 5% of time both in development and fragile contexts
Estimated Salary Range: $85,000 - $100,000
 
The Job
World Vision is looking for a Senior Policy Advisor to work with Global Health issues and to serve as the advocacy lead on key health policy issues impacting women and children, including both communicable and non-communicable diseases, prevention of maternal and child deaths, health workforce and system strengthening, global health security and nutrition. Primarily, this roll will be responsible for successfully managing and implementing an advocacy grant from the Gates Foundation. This includes developing strategies to achieve grant outcomes, focused on improving Congressional support for maternal, newborn and child health, and overall foreign assistance. The position will oversee all aspects of grant management, including implementation, monthly and annual reports, budget management, communications to the Gates Foundation, proposal design, and tracking progress against grant outcomes. 
 
Your Responsibilities Will Include: 
  • Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, chapel, prayer, worship, devotions, and leadership of devotions); incorporate WV Core Values into decisions within scope of role.
  • Provide global health leadership in support of improving Congressional understanding of and support for global health issues.
  • Represent World Vision in Congressional and Administration meetings.  Identify priority offices and stakeholders to engage with on global health issues related to the grant.
  • Collaborate with partner organizations around educational events, briefings, and meetings.
  • Initiate ideas for and develop policy documents, talking points and policy priorities related to maternal and child health and family planning.
  • Organize and lead Congressional learning trips overseas to view maternal and child programs (1-2 times per year).
  • Coordinate grant activities across the core grant team, including government relations and mobilization team members, to include convening relevant meetings such as monthly calls or work planning sessions.  Ensure team members are executing activities with excellence and in a timely manner.
  • Lead on all communication to the Gates program officer, such as monthly reports or revised budget projections.
  • Lead on budget matters, including regular check ins with the World Vision Finance team to monitor grant spending and make budget adjustments as needed.  Ensure grant activities are in line with the budget and complete budget reports when necessary.
  • Ensure tracking of grant outcomes and achievements as outlined in the approved project proposal.
  • Oversee the grant renewal process, including the overall grant strategy, budget, and outcomes.  Coordinate with relevant internal stakeholders including the Foundations, Finance, and Legal/Contracts teams.

Education and Experience: 
  • Bachelor's degree or equivalent (eight years) work experience.
  • Master's degree preferred.
  • In addition to education or educational equivalent, requires a minimum of five years work experience dealing with advocacy and policy issues, including interaction with the executive or legislative branches of the U.S. government.
  • Must have work experience producing briefing papers, congressional testimony, letters and various media materials.
  • Must be able to communicate effectively with external audiences including the news media.
  • Must have a mature faith demonstrated by a personal commitment to Jesus Christ and service to others.
 
Additional Skills We Are Interested In: 
  • Ability to manage multiple tasks and be responsive to timelines/deadlines.
  • Strong written and oral communication skills, but in particular written skills to communicate with country offices and be respectful of cultural differences.

Salary Range & Benefits: 
  • WVUS Pay Grade Level: 225
  • The estimated hiring range is $85,000 - $100,000
  • The full earning capabilities for this role is $78,400.00 - $121,500.00
  • This range applies to locations with a market similar to our Washington D.C. and Seattle-area office. A different range may apply based on your work location.
  • Job offers are based on relevant qualifications and pay equity.
