Location: Remote from within the U.S.; Hybrid if located near D.C. or Seattle.
Reports to: Senior Manager of Monitoring and Evaluation
Required Experience: Spanish proficiency. Master’s degree required. 5+ years of relevant professional work experience in design, monitoring and evaluation, and applied quantitative and qualitative research methods in relation to the management of development projects.  International development work experience, including program design; 5-8 years. Must have at least one year of work experience in developing and fragile contexts. 
Work Authorization:  Must be authorized to work in the U.S.A. for any employer.
Travel: Up to 20% of time both in development and fragile contexts. 
Estimated Salary Range: $86,000.00 - $100,000.00
 
The Job
World Vision is looking for a Design, Monitoring and Evaluation Specialist to provide technical expertise and leadership to generate and analyze quality evidence and data through establishing monitoring systems and tools, and oversight of assessments and evaluations for the assigned project teams. S/he will work will build capacity of headquarter and field teams on M&E and facilitate learning and adaptive management. In addition, the position contributes to development of project proposals in alignment with donor requirements; and improve the processes, systems and capacity of Technical and Business Teams on program design.

Your Responsibilities Will Include: 
  • Work with the Evidence and Learning Team within International Programs Group (IPG) to ensure quality project design, monitoring, evaluation, research and learning practices through technical assistance, training and proposal development/program implementation. Key aspects of the role include:
  • Provide technical assistance/lead the design and implement of project monitoring systems; review M&E plans and provide constructive feedback for improvements; 
  • Lead the development of the M&E portions of project proposals (e.g., M&E Plan, Theory of Change, Logframe, M&E Budget, Indicator Tracking Table, etc.), in collaboration with the IPG Technical and Business Management staff.
  • Participate in the project routine monitoring and annual monitoring survey processes, baselines and evaluations including review of methodologies, data collections protocols, instruments, data tables and draft reports. Coordinate with contractors on evaluations external managed. 
  • Support the adoption and integration of IPG M&E Information System (MIS) (SINAI) into the project M&E Systems, build capacity for its continued used, and regularly assess the quality of data generated for use at project and headquarter levels. 
  • Set up project data quality assurance mechanisms, and periodically participate/co-lead the project internal data quality assessments.
  • Assess M&E technical capacity of the headquarter program staff, and field project M&E staff and arrange/provide appropriate training for them;
  • Provide additional analysis of project baseline and end-line survey and annual monitoring data to improve World Vision’s knowledge and understanding of the pathways that promote the sustained well-being of children, especially the most vulnerable; contribute to the IPG learning agenda and reporting needs, track relevant IPG Standard Metrics; and use innovative approaches/ strategies to improve data utilization for decision making.
  • Provide periodic review of projects’ management reports and associated processes to identify challenges and lessons learned, and share them within and across the IPG Teams; 
  • Serve as WVUS M&E technical point of contact with donor M&E Advisors for the assigned projects.

 

You Bring These Skills: 
  • Design and implementation of relief and development programs performance Monitoring, Evaluation and Learning (MEL) systems for complex programs, portfolio or institutions
  • Working proficiency in Spanish
  • Demonstrable experience with US Public donor MEL requirements
  • Experience with designing effective programs particularly using theory of change development and other logic models.
  • Excellent quantitative and qualitative research, analysis and evaluation skills
  • Ability to train, mentor and coach others in MEL Methodologies
  • Experience with implementing ICTD Tools in data collection, analysis and reporting
  • Working knowledge of programming in any two of the following sectors; Humanitarian Emergencies, Food Security and Livelihoods, Child Protection and Education, WASH, and Health and Nutrition.
 
Education and Experience: 
  • Master’s degree required, preferably with emphasis in statistics, economics, livelihoods, public health or other field related to international development. 
  • Working proficiency in Spanish
  • In addition to education, a minimum of 5 years of relevant professional work experience in design, monitoring and evaluation, and applied quantitative and qualitative research methods in relation to the management of development projects.  
  • International development work experience, including program design; 5-8 years.  
  • Must have at least one year of work experience in developing or fragile contexts. 
  • Working knowledge of M&E requirements for major public and private donor requirements (e.g., USAID - Bureau of Humanitarian Assistance, Bureau of Population, Refugees and Migration; USDA; PEPFAR; Global Fund; etc.) preferred.
 
Salary Range & Benefits: 
  • WVUS Pay Grade Level: 225
  • The estimated hiring range is $86,000.00 - $100,000.00
  • The full earning capabilities for this position is $75,705.93 - $119,412.45
  • This range applies to locations with a market similar to our Washington D.C. and Seattle-area office. A different range may apply based on your work location.
  • Job offers are based on relevant qualifications and pay equity.
