The Vice President, Treasury & Asset Liability Management is responsible for leading WPCU’s treasury, asset liability management, liquidity and wholesale funds management, investment and derivative programs, and financial modelling, for which the aggregate purpose of which is to ensure the security of the credit union and increase member value. The position has strategic leadership responsibility for WPCU’s marginal investment/pricing and subsequent estimated returns, ensuring an appropriate trade off and balance not only among the three-stakeholder model but also between liquidity, interest rate, earnings, and capital management risk impacts.

1)      Leads the Treasury & Asset-Liability Management team, including recruiting, coaching, and direction of highly skilled technical partner-employees while creating a positive work environment with the areas supervised, and working collaboratively with other committees or employee-partners. Ensure assigned business units are operating efficiently and reliably, are in compliance with applicable laws, regulations, and rules, have appropriate operating controls to mitigate risk, and are performing at a high level. (20%)

2)      Directs statistical modelling processes for the credit union, including but not limited to key models regarding ALM, Liquidity, CECL and Capital Planning Stress Test processes.  Manages model development, scenario creation, execution, review, and validation including processes such as model selection and optimization for best fit between or among internal and external solutions, appropriate personnel training and development, and vendor management.  (20%)

3)      Oversees the Credit Union’s investment portfolio related policies, strategy development, security selection, transactions, procedures, monitoring, and documentation.  Manages the Credit Union’s derivative portfolio including related policies, strategy development, transactions, procedures, monitoring, and documentation. Ensures collateral and payments are posted or received as necessary.  (20%)

4)      Leads asset liability management (ALM), liquidity management, and interest rate risk management functions, including monthly analysis and reporting, policy and regulatory compliance, liquidity forecasting and stress testing, capital planning scenario development and testing, and creation of strategies for optimal balance sheet performance enhancement and interest rate risk mitigation.  (20%)

5)      Delivers presentations, reports, and analyses for Executive Management, Management ALMT, and the Board of Directors. Administers the preparation and development of Management ALMT, Board ALCO, and Investment Committee report packages and meeting content. Provides leadership and strategic direction to first line business units on proposed pricing and/or investment strategy optimization opportunities. (10%)

6)      Leads implementation of administers and maintains consistent internal funds transfer pricing and economic equity allocation systems applied to historical, current and prospective (forecast) financials spanning both legal entities and individual business units throughout the cooperative. (5%)

7)      Manages vendor relationships, including: (5%)

a.      Involvement in sourcing, evaluating, and selecting vendors.

b.      Participation in the negotiating of contracts with potential vendors to ensure optimal pricing and mitigation of third-party risks.

c.       Ongoing monitoring of vendors (of both performance and reputation) to ensure they provide quality products and services in alignment with organizational goals.


Required Skills

1)      Bachelor’s Degree in Finance, Economics, or Accounting required.  Master’s Degree, CPA or CFA strongly preferred.

2)      Minimum ten years’ experience in a financial institution is required, preferably with at least 5 years in Treasury, Capital Markets, Finance, or Accounting.  Leadership experience of analytical teams with a minimum three years of financial management or supervisory experience is required. 

3)      Exceptional communication skills with ability to simplify complex analytical concepts/ recommendations across multiple organizational levels including board level, senior executive team, business unit management teams, outside vendor partners or regulatory/audit personnel.

4)      Demonstrated experience with economic pricing/value analysis, liquidity forecasting, or interest rate scenario simulation analysis. Treasury Asset/ Liability Management analysis, interest rate risk or liquidity analysis, portfolio investment optimization, financial planning, or loan/ deposit pricing experience preferred.

5)      Proven experience creating robust, repeatable and proven analyses from both existing data as well as integration of new sources. 

6)      Extraordinarily proficient in use of Excel or other analytical/ simulation tools.
