The Manager, Lending Compliance is responsible for leading a team of compliance advisors in supporting assigned business units in complying at all times with applicable laws, regulations, and rules, including but not limited to TIL (Regulation Z), RESPA, Flood, ECOA (Regulation B) and UDAAP.  Evaluates the effectiveness of credit union controls intended to mitigate lending compliance and other risks. Ensure that all required lending related compliance policies are in force and reviewed periodically for adequateness. Directs and coordinates procedural updates related to compliance issues, participates in business line projects and meetings to provide compliance support, manages lending-related compliance issues, and responds to compliance questions. Collaborates with compliance advisors to address compliance testing findings, regulatory change impacts, and business unit process risk assessments.

1)      Oversight of Lending Compliance: Serves as subject matter expert and senior compliance advisor for all applicable lending compliance laws, rules, and regulations. Oversees and manages compliance advisors who support assigned business units in complying with applicable laws, regulations, and rules, and having appropriate operating controls to mitigate compliance risk. Supports compliance advisors to assist the business units with developing, implementing, and revising compliance-related practices, procedures and controls where needed. Oversees compliance advisor activities regarding business units’ proactive self-identification of compliance risks and ongoing self-identification of compliance gaps or weaknesses in business unit processes. Ensure compliance advisors are knowledgeable and capable of researching regulatory issues, responding to compliance questions from WPCU partners, and providing guidance to the business units using regulatory reference materials, regulatory agency guidance, and professional associations and organizations as appropriate. Ensures compliance advisors work with business unit partners to remedy and track identified compliance issues to resolution, address new or changing regulatory requirements and incorporate any changes as needed, create action plans to address issues or change management, and review complaints, as needed, to identify compliance risk or issues and assist in directing any necessary business unit remediation. Supports compliance advisors to participate in projects as Compliance subject matter experts and provide appropriate guidance throughout projects to mitigate compliance risk.

2)      Staff Management: Supervises Lending Compliance Advisors including overall performance, conducting employee performance appraisals, employee coaching, training, and professional development. Assists the Director, Lending Compliance in developing strategies, work projections and capacity modeling for the Lending Compliance team. Monitors progress, processes, and results, and is accountable for achieving desired results.

3)      Participates in projects and supports compliance advisors with projects they participate in. This includes review of business cases, project charters, and implementing process or product changes that affect lending compliance.

4)      Reviews product and service disclosures and advertising materials for compliance with applicable rules.

5)      Assists with member complaints as needed.

6)      Assist with analyzing new laws and regulations, developing industry and compliance trends, and emerging compliance risks, and provide recommended changes to policies, procedures, or business line controls.

7)      Maintains a strong working knowledge of all regulatory compliance and consumer protection laws, regulations, regulatory guidance, and industry best practices by reviewing industry publications, receiving compliance training, and networking with professional advisors, experts, and peers.

8)      Serves as the lending compliance escalation point to ensure effective and timely communication of any concerns or issues to the Director, Lending Compliance and then to senior management.

9)      Participates in regulatory compliance audits and/or examinations, as needed.

10)    Submits periodic compliance performance reports to management, as needed.


Required Skills

The Manager, Lending Compliance has comprehensive and expert knowledge of compliance laws and regulations, federal and state credit union regulations, industry practices and lending products. The following are also required or strongly preferred:

1)      A Bachelor’s degree in a business or legal discipline;

2)      At least 10+ years’ experience in a depository financial institution with at least 8 years’ experience in a compliance role;

3)      Ability to think intuitively and strategically so that the department is enabled to anticipate, plan, and effectively execute to mitigate compliance risk.

4)      Highly developed managerial, communications, analytical, organizational, and strategic planning skills. Ability to take decisive action.

5)      Must be able to evaluate and solve problems from multiple perspectives. 

6)      Previous experience leading a team or previous management experience required;

7)      Excellent written and verbal communication skills; and

8)      CRCM, CUCO, or equivalent certification is strongly preferred.
