The Commercial Construction Loan Program Manager (CCLPM) is a position within the Commercial Portfolio Management Team, responsible for the strategic oversight and operational execution of the commercial construction lending program within the credit union. This position will manage commercial construction loan activities, ensuring compliance with internal lending policies and regulatory standards. The position is responsible for oversight of commercial construction loans, including the review of budgets, draw requests, on-site inspections, and moving construction loans from the draw phase to the end loan phase. The CCLPM will work closely with borrowers, builders, internal credit teams and executive leadership to drive prudent growth, member service excellence, and effective management of the construction loan portfolio.
1) Works with borrowers, builders and developers to manage construction loan processes, including reviewing construction budgets, draw requests, work completed by on-site inspectors and appraisers, and work completed by title companies involved with construction loans. (20%)
2) Ensure all required documentation related to the construction component of new loans is obtained prior to loan closing, including but not limited to construction and architect/engineer’s contracts, construction budgets, municipal approvals, and permits, builders’ risk insurance, and other documentation required by policy and credit approval. Ensures proper policies, procedures, risk mitigation activities, and operating controls are followed. Reports gaps in policies, procedures, and operating controls to leadership to ensure member impact and risk is mitigated. (20%)
3) Manages communications from members, potential members, builders, developers, appraisers, inspectors, government entities and title companies about WPCU’s commercial construction loan processes and works to make the commercial construction loan process as efficient as possible for members while mitigating risks for WPCU. (20%)
4) Monitor and report on commercial construction loan portfolio performance, delinquency and loss trends, loan risk ratings, and market conditions. (10%)
5) Proactively identifies at-risk loan relationships through ongoing portfolio monitoring efforts, including delinquency monitoring, covenant performance, lien and lawsuit monitoring, insurance monitoring and monitoring payment of real estate taxes. Assists with administering loan workouts and asset preservation plans. (10%)
6) Recommend policy, management practice, or procedural changes as needed. (5%)
7) Maintain adherence to all state and federal regulations governing the commercial construction loan process and assist compliance, legal, and internal audit teams with regulatory examinations and internal/external audits. (5%)
8) Works with the Commercial Portfolio Management Team to collect on commercial construction loans, including developing strategies, tactics, and plans, and achieving overall performance, service, and profitability targets as established by senior management. (5%)
9) Other duties as required to support business unit and credit union goals. (5%)
Required Skills
The Commercial Construction Loan Program Manager must possess substantial experience and competence in a wide variety of areas which may affect a financial services organization of greater than $9 billion in assets. The following are also required:
1) A bachelor’s degree in business-related field, a real estate field or the construction field is preferred. Candidates without degrees may qualify with considerable experience in the primary areas of responsibility.
2) At least five years of experience in construction lending, preferably in commercial construction lending.
3) In-depth understanding of construction lending principles, including project budgeting, inspections, draw schedules, and loan-to-cost/loan-to-value ratios.
4) Proven analytical skills with the ability to read budgets or financial records and company financial statements.
5) Ability to physically visit construction sites and maneuver through or around typical obstacles found in commercial construction sites.
6) Acute attention to detail is required.
7) Ability to hold challenging conversations with senior operational and corporate leadership at WPCU and with member businesses.
8) Proven ability to learn complex or sophisticated concepts and apply appropriate decisions.
9) Demonstrated desire and ability to perform the job duties of this position.
10) Entrepreneurial talent to create, develop and execute on product/process development, relationship building, and other opportunities is required.
11) Outstanding communication skills, including written, verbal and listening skills are required.
