GENERAL SUMMARY

The Surveillance Specialist is primarily responsible for identifying, investigating, and mitigating instances of fraud, theft, or collusion within the Casino operation, which results in loss of Tribal assets. Follows up on reported or suspected violations of policies, regulations, and internal controls, working closely with Casino management and financial personnel. Investigates and writes reports on actual or suspected criminal activity by both patrons and employees.

Additionally, the employee will provide administrative support to the Surveillance Director and Surveillance Manager with data entry responsibilities, maintaining accurate department records, monitoring training progress of new team members, assisting with training, and other tasks as assigned.

CORE SCOPE OF POSITION

  • Advises on gaming violations, criminal activity or persons associated with criminal activity.
  • Investigates and reports violations of policy, regulations, law, or internal control procedures involving Indian Gaming.
  • Conducts surveillance on all areas of gaming and cash operations.
  • Gathers proprietary data from a variety of databases to monitor and detect fraudulent activity.
  • Reviews and analyzes transactional data conducted in all areas of casino operations, such as food venues, cages, table games, hotel, or V-Store.
  • Identifies patterns of activity indicating possible fraud, theft, or other suspicious activity.
  • Plans investigations or surveillance operations to prevent theft, loss, or gaming violations.
  • Investigates suspected instances of fraud, gathering evidence and documentation to support findings.
  • Interviews team members and patrons to further develop cases, identify, and analyze points of compromise.
  • Conducts investigations and writes reports on actual or suspected violations of casino internal controls, gaming laws and regulations and any criminal activity either by employees or patrons.
  • Observes and reports on matters, so directed concerning gaming and maintaining casino integrity.
  • Monitors activities of patrons and employees to assist in ensuring compliance with laws, regulations, and internal controls.
  • Exercises judgment in investigation, evaluating and resolving customer disputes related to gaming.
  • Coordinates with and assists management, security, and law enforcement agencies when necessary.
  • Provides clerical and administrative support as assigned to maintain schedules and records retention.
  • Assists in training or instruction of surveillance personnel.
  • Recommends to the Commissioner, as necessary, new, or revised regulations to control casino operations more accurately and effectively.
  • Exercises sound judgment and conducts summary license suspensions, when necessary, in accordance with Commission policy and regulations.
  • Ensures that a clean, safe, hazard-free work environment is maintained.
  • Adheres to all company and department policies, procedures, and standard operating guidelines.
  • Performs other duties as assigned.

  • Strong interview skills and conduct frequent interviews during investigations.
  • Must be able to extract, read, and interpret data from slot online data system as well as other operations databases.
  • Must be able to work independently.
  • Must be able to communicate effectively.
  • Must have basic technical knowledge of the slot machine functions and verify large jackpots.
  • Must be able to prepare and maintain statistical activity and performance reports.
  • Must have basic knowledge of counterfeit currency and counterfeit and false ID.
  • Must be familiar with playing card procurement, inventory, issuance, inspection, and destruction procedures.
  • Ability to think strategically and solve problems in a timely manner.
  • Excellent time/project management and organizational skills with ability to handle multiple projects.
  • Ability to read and interpret documents such as penal and civil codes, regulations, safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Basic knowledge of criminal procedure and chain of evidence.
  • Must be knowledgeable in the conduct of all games offered by the Viejas casino.
  • Must be knowledgeable in all casino internal controls, policies and procedures, Federal and Tribal Gaming Regulations and compact requirements.
  • Ability to speak effectively to groups of customers or Casino employees.
  • Ability to add, subtract, multiple, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
  • Ability to investigate, document, and testify.
  • Keen observation and analytical skills.
  • Possess above average computer skills.
  • Proficient in MS Word, Excel, PowerPoint, Access, Outlook.
  • Must be adaptable to change in a fast-paced environment.
  • Enthusiastic and determined to learn.

Required Experience

EDUCATION/CERTIFICATION

  • High school diploma or General Education Degree (GED).
  • One year certificate from college or technical school.

EXPERIENCE

  • Must be age 21 years of age or older.
  • 4 years law enforcement or regulatory agency experience; or equivalent combination of education and experience.
  • Total experience must include at least two years of casino experience.
