GENERAL SUMMARY

Under general supervisor, the Supervisor of Water Management will operate, monitor and maintain the water distribution and sewer systems for the Enterprise, including casino and resort, RV parks, and the Indian Reservation. The Supervisor of Water Management serves as a lead to assist the Public Works Director with coordinating, assigning, reviewing work, and training of the Water Distribution and Treatment Operators in specific daily activities.

 

CORE SCOPE OF POSITION

  •          Serves as a lead to assist the Public Works Director with assigning, coordinating work, reviewing the quality of work, and training of department personnel.
  •         Oversees the maintenance of and maintains water distribution and sewer systems for the Enterprise, including casino and resort, RV parks, and the Indian Reservation.
  •          Manages and oversees water utility and capital improvement projects directly related to providing water and sewer services.
  •         Works with water main valves, blow-off valves, and reclaimed water and cross connection control.
  •          Inspects and tests back flow devices.  Ensures compliance with the requirements for cross connection control.
  •         Responds to emergency calls from the Reservation for broken service lines, broken main lines, and other emergency situations.  May be asked to respond to emergency situations during non-regularly scheduled hours.
  •          Uses the telemetry system (SCADA) to monitor wells and water tanks from home computer during off-hours. Ensures that the proper water levels in tanks are maintained and that the pumps are working properly.
  •          Takes and records meter readings for wells, buildings, and irrigation systems every month.
  •          Collects water samples and sends them for outside testing every two weeks.
  •          Operates, maintains and repairs chemical feed pumps and checks for residual of chemicals in water.  Ensures a designated level of safe drinking water is maintained.
  •          Sets up and/or removes work area barricades and safety signs.
  •          Performs various semi-skilled construction and maintenance tasks, not limited to repairing and maintaining fences, roads, culverts, and drainage; painting; clearing brushes using from all service boxes, connections, hydrants, valve caps, and well houses.
  •         Assists Public Works Superintendent in reviewing contractor construction plans.
  •          Prepares and writes reports and planning studies for the Tribal Government and Tribal Council.
  •          Performs a variety of administrative functions, including maintaining inventory records, preparing purchase orders for tools, equipment, and other supplies as needed, and preparing checks requests.
  •          Provides technical support to Land Use Manager for grants and contract funding opportunities related to ground and surface water, watershed, infrastructure project and other area as needed.
  •          Attends meetings as needed.
  •          Provides advice on goals, policies, priorities, budgets, and staffing for Tribal capital improvement.
  •         Responds to questions/inquiries and provides information as requested.
  •         Rounds-up cattle in off-limits areas as needed.
  •          Operates a variety of light mechanical and heavy construction equipment, including generators, 3" to 6" diesel pumps, air compressors, backhoe, weed eater, water truck, and 966-wheel loader.
  •          Maintains a clean, safe, hazard-free environment within area of responsibility.
  •         Performs all other related and compatible duties as assigned.
  •         Ensures that a clean, safe, hazard-free work environment is maintained.
  •          Adheres to all company and department policies, procedures, and standard operating guidelines
  •          Performs other duties as assigned.

SUPERVISION

·         Does provide supervision to other team members.


Required Skills

EDUCATION/CERTIFICATION

  • High school diploma or General education degree (GED) required.
  • Possession of Grade 3 State of California Water Distribution Operator certification and Grade 2 Water Treatment Operator certificate are required.
  • Associate degree in Public Works preferred.
  • Forklift Operator certificate preferred.
  • Valid California driver’s license, with good record required.

 

KNOWLEDGE AND SKILLS

  • Knowledge of methods, materials, and equipment used in the operation and maintenance of water distribution system.
  • Knowledge of safety guidelines and equipment.
  • Knowledge of principles of business letter writing, report preparation, technical research, and method of data analysis.
  • Knowledge of Microsoft Word, Excel, Outlook, PowerPoint, and other computer programs.
  • Detail-oriented, organized, self-motivated, and values teamwork.
  •          Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
  •         Ability to write routine reports and correspondence. 
  •          Ability to speak effectively before groups of tribal members, guests, or employees of the organization.
  •          Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  •         Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  •          Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
  •          Ability to deal with problems involving several concrete variables in standardized situations.
  •          Ability to work in a professional high-pressure environment while demonstrating and maintaining good personal relation/people skills and a positive attitude.
  •          Ability to multitask and work well under stress.
  •          Must be a self-starter and able to adjust to change.
  •          Must be able to work flexible hours during the day or evening including weekends, holidays, and all blackout dates.

Required Experience

EXPERIENCE

·         Must be age 18 years of age or older.

·         Minimum of 3 years of experience working with the operation and maintenance of electrical systems, water pumps, small water distribution systems, sewer systems, and/or water treatment plants.

·         Experience working in confined spaces
