Director of Compliance, Clery, & Professional Standards 

 

Department: Public Safety 

Reports to: Chief of Public Safety 

Campus: All campuses (Queens primary; supports Manhattan/Staten Island and global sites as needed) 

 

Job Summary: 

Reporting to the Chief/Executive Director of Public Safety, the Director of Compliance, Clery, & Professional Standards leads University compliance with the Clery Act and related federal/state mandates (including VAWA), serves as Public Safety’s liaison to the Title IX office, and oversees the department’s professional‑standards and quality‑assurance program. The role owns the Annual Security and Fire Safety Report (ASR/AFSR), daily crime and fire logs, Timely Warnings/Emergency Notifications processes, and compliance audits; supervises the Public Safety Compliance Officer; and converts audit/QA findings into corrective actions in partnership with Operations and the Director of Emergency Management & Training. This position coordinates closely with Student Life, Human Resources, and Title IX on policy development, training records, and case management interfaces. 

 

Essential Responsibilities: 

Clery/VAWA Compliance (Program Owner) 

  • Lead the annual ASR/AFSR process and required public disclosures and supervise the Public Safety Compliance Officer responsible for report preparation and related investigations. 

  • Maintain the daily crime and fire logs; coordinate Timely Warnings/Emergency Notifications; and ensure thresholds are consistently applied and documented. 

  • Manage Clery geography, offense classification, policy statements, and data reconciliations across CAD/RMS/ECC and Student Conduct systems. 

  • Oversee state-mandated public safety compliance reports and submissions. 

 

Title IX Liaison (for Public Safety) 

  • Serve as primary liaison with the University Title IX Coordinator on incident interfaces, evidence handling, training record posting, and alignment of response protocols. 

  • Ensure Public Safety personnel who function as Title IX designees complete role‑specific training; coordinate tracking with HR; and maintain documentation for audits. 

 

Professional Standards & Quality Assurance (Department Lead) 

  • Lead the department’s professional‑standards and QA program (complaints intake, internal review coordination, use‑of‑force/pursuit review workflow, QA governance, trend analysis) and maintain corrective‑action tracking. 

  • Translate audit/QA findings into corrective‑training requests and partner with the Director of Emergency Management & Training and Operations to schedule, document, and verify remediation. 

 

Policy Governance & Accreditation Readiness 

  • Serve as owner for the Public Safety policy manual (issuance, version control, annual attestations); ensure alignment with University policies and applicable regulations; and keep the Departmental Operations Manual updated. 

  • Coordinate an Accreditation & Policy working group with Operations, EM & Training, and General Counsel to close gaps identified through audits and after‑action reviews. 

 

Data Stewardship & Reporting 

  • Steward Clery‑relevant datasets and retention schedules and lead quarterly compliance and crime‑pattern briefs for Operations and Student Affairs. 

  • Maintain the compliance training catalog and records for Clery/CSA and Title IX modules and coordinate with HR on assignments and completion tracking. 

 

Cross‑Campus Relationships & Representation 

  • Work closely with Student Life/Dean of Students, Counseling, and Student Conduct on behavioral trends and policy enforcement interfaces. 

  • Partner with Human Resources on personnel issues impacting compliance, confidentiality, and investigations. 

  • Represent Public Safety compliance interests with external agencies and campus stakeholders as needed. 

 

Events & Operational Support (Compliance Lens) 

  • Provide compliance guidance for large‑scale events (Clery thresholds, logs, notifications) and coordinate with Operations and EM & Training for pre‑event checklists and after‑action documentation. 

 

Supervisory Responsibility: 

  • Direct supervision of the Associate Director of Public Safety Compliance.  

  • Indirect supervision of Quality Assurance Investigators and GA support. 

 

Minimum Qualifications: 

  • Bachelor’s degree required. 

  • 7–10 years of progressively responsible leadership in higher‑education public safety, law enforcement, or closely related compliance roles. 

  • Strong management, time‑management, and organizational skills; demonstrated ability to lead cross‑functional initiatives and meet deadlines in a complex environment. 

  • Proficiency with Microsoft Office and relevant enterprise systems (e.g., CAD/RMS/LMS, Banner, email). 

 

Preferred Qualifications: 

  • Master’s degree in Criminal Justice, Public Administration, Emergency Management, or related field. 

  • Direct authorship of an Annual Security and Fire Safety Report and experience supervising Clery compliance staff. 

  • Experience coordinating with Student Life, Title IX, HR, and General Counsel on policy, investigations, and training records. 

  • Familiarity with accreditation and emergency‑management planning in a university context.

  • Communication – crafts concise and impactful written materials/briefs, delivers presentations with clarity, and tailors messaging to suit diverse audiences. 

  • Policy & Documentation – drafts clear procedures, version-controls, and maintains accurate records. 

  • Data & Systems Fluency – navigates enterprise platforms, reconciles datasets, and maintains data hygiene. 

  • Ethics & Confidentiality – exercises sound judgment and protects sensitive information. 

 

Knowledge, Skills & Abilities: 

  • Expert knowledge of the Clery Act, VAWA, and related federal/state regulations affecting campus public safety programs. 

  • Ability to design and govern professional standards and QA processes and to translate findings into durable operational improvements (in collaboration with EM & Training, and Operations). 

  • Exceptional interpersonal, communication, and conflict‑management skills; ability to maintain confidentiality and exercise sound judgment. 

 

Work Conditions & Expectations: 

  • Occasional evening/weekend work to meet publication deadlines, event support, or audit requirements; periodic unannounced inspections or site visits as needed. 

  • Maintain high visibility and effective working relationships across all campuses; represent the department professionally with internal and external stakeholders.

In compliance with NYC’s Pay Transparency Act, the annual salary range for this position is $110,600-$124,400.
