STGi is currently seeking a Lead Reviewing Medical Officer (RMO) for the Medical Employability at Federal Occupational Health (FOH).  The candidate must be located in the Washington DC Metropolitan area.

Job Specific Duties and Responsibilities:  Provides oversight and management of the medical component of the Medical Employability Program (MEP), Department of Labor District Medical Advisor program (DOL), and the Psychological Assessment and Consultation Services.  This program area provides consultation services and performs case reviews for customer agencies to improve employee productivity and minimize lost workdays.  This position also provides oversight for the District Medical Advisors who perform Workers’ Compensation case reviews for the Department of Labor and clinical psychologists who perform psychological consultation and assessment.  This position is responsible for ensuring that case assignments are appropriate based on provider’s medical expertise, medical providers complete cases by agreement deadlines, and that medical recommendations are in accordance with industry quality and evidence-based medical standard of care.

 

Quality & Safety

·         Develops, monitors quarterly, and reviews annually the policy and standard operating procedures for the MEP, DOL, and PACS.

·         Conducts performance improvement initiatives for MEP, DOL, and PACS by collecting metrics and uses these metrics for continuous quality improvement.

·         Demonstrates a strong level of technical expertise in occupational and primary care medicine and provides consultation (and medical care when required) of the highest caliber.

·         Demonstrates a strong level of expertise in federal regulations and industry standards for the types of case reviews conducted in MEP, DOL, PACS.

·         Possesses a strong technical knowledge regarding occupational federal safety and health regulations.

·         Performs medical consultation and completes medical reviews in accordance with FOH policy and guidelines.

·         Assists in establishing and participates in performing privileging and peer reviews as well as continuous quality improvement assessments, particularly of the various examination types that are reviewed in and/or MEP.

·         Develops documents in accordance with national healthcare quality organization standards and guidelines, such as the Centers for Disease Control and Prevention, HRSA, and The Joint Commission.

·         Maintains board-certification and licenses to practice medicine in accordance with professional societies and state regulations.

 

Service Operations

·         Serves as chief medical officer for MEP, DOL, and PACS.

·         Responsible for daily supervision of MEP, DOL, and PACS medical review staff.

o   Assesses the quality, accuracy, completeness, and timeliness of workload products and deliverables.  Reports deviations from expectations to the designated federal physician.

o   Assist with updating Job Specific Position Descriptions for medical staff positions in the program annually.

o   Review vendor personnel forms for telework agreements, overtime requests, leave requests, and travel requests and recommend approval with justification to the designated federal manager.

o   Complete annual performance feedback for medical staff for federal manager review and approval.

o   Bring program and staff performance issues or concerns to the attention of the designated program manager.

·         Ensures that medical reviews are appropriately distributed among medical review staff.

·         Ensures that medical staff to complete reviews using appropriate resources.

·         Completes DOL FECA DMA training and maintains a working knowledge of FECA DMA requirements.

·         Performs MEP case reviews to bill a minimum of 50% of time.

·         Supports the medical and consultative needs for one (1) or more federal agencies.

·         Performs a mixture of administrative, clinical, and consultant responsibilities depending on their specific assignments and the needs of FOH in completing a case.

·         Promotes improvement-oriented ideas.

·         Provides expert witness testimony services to support medical recommendations on employability, reasonable accommodation, and other cases in which medical consultation is provided to a federal agency.

·         Conveys expert medical opinions and advice using excellent communication skills.  These communications will be through written communication primarily.

·         Provides ongoing intellectual guidance for occupational clinic activities that is relevant for completing case reviews.

·         Collaborates with the MEP Program Manager to develop and update, no less than every two years, the MEP orientation manual.

·         Provide evening on-call physician coverage by phone for FOH occupational health clinics at least 2 evenings/week.

·         Provide on-call physician coverage by phone for FOH occupational health clinics when needed.

 

Customer Service

·         Responds to customer inquiries about medical aspects of MEP within 48 hours.

·         Demonstrates the ability to work and communicate effectively, particularly in high stress situations.

·         Produces quality products in a short time frame, which is pre-determined by the type of work that is to be completed.

·         Demonstrates a high level of professional conduct.

·         Provides consultation with local agency management on program needs for federally regulated medical consultation related to occupational health evaluations and benefits (e.g., reasonable accommodation, medical and psychological fitness for duty, return to work, etc.

·         Provides expert advice and consultation to FOH staff and the federal agencies that it serves on occupational medicine matters in accordance with accepted medical standards of care and industry best practices.

 

Fiscal and cost recovery

·         Responsible for analyzing (at least monthly) appropriate data to maintain adequate staff within budget to perform the work assigned to assigned to the MEP case review program (e.g. Medical Employability (MEP), Department of Labor Federal Employee Compensation Act (FECA) District Medical Advisor (OWCP), and the Psychological Assessment and Consultation Service (PACS);

·         Ensures that MEP providers submit monthly billing in a standard format as specified by the Clinical Health Services (CHS) Director and by the specified deadlines.

·         Assists with the development of Descriptions of Service for the various MEP, DOL, and PACS services, as needed.

·         Reviews Description of Services no less than annually.

 

Procurement

·         Assists with the development of medical staff projected work hours to ensure that MEP, DOL, and PACS have adequate providers to conduct reviews.

Staffing

·         Responsible for maintaining qualified medical staff at levels sufficient to perform medical reviews in stipulated timeframes for the designated MEP, DOL, and PACS programs.

·         Ensures that medical program staff is oriented according to standard operating procedure (SOP) to perform independently assigned case reviews.

·         Provides ongoing training and education to providers on various MEP, DOL, and PACS case review types, as appropriate.  

 

Technology

·         Maintains working knowledge of the software systems necessary to complete MEP, OWCP, and PACS case reviews.


Required Skills

Minimum Requirements/Knowledge/Skills:

Desired Qualifications: Advanced training in Public Health is desired with a previous experience as a medical consultant for a Federal agency or expertise as a clinician.  A broad knowledge of requirements for Federal workplace medical consultation and case review assessments performed in MEP/DoL/PACS and past expert witness experience.  As demonstrated through experience on CV/resume, must possess excellent written and oral communication skills and have experience in dealing with various size organizations representing widely divergent backgrounds, points of view, and levels of authority (i.e. labor union and management issues relating to OH).


Required Experience

Minimum Education Requirements/Certification/Licensure/Experience:

Minimum Qualifications: Licensed physician (MD or DO), board-certification in Preventive Medicine/Occupational preferably or a primary care specialty (e.g., Family Practice, Internal Medicine, etc.) and minimum of five (5) years’ experience in an occupational medicine clinic setting.   Must possess expert understanding of Federal safety and health regulations and demonstrate experience in addressing Family and Medical Leave Act, Reasonable Accommodation, FECA DMA, and psychological fitness for duty medical consultation.  Basic computer skills (e.g., MS Word, Excel, MS Access, and Outlook) required.

Pay rate: Starting at $164.00/hour
