Social Behaviour Change Communication (SBCC) Consultant

 

Save the Children Vanuatu is seeking a consultant or multi-disciplinary team combining expertise in behaviour change strategy, graphic design, and nutrition/WASH communication to develop, test, and finalise an SBCC strategy and package of IEC materials under the Helti Pikinini, Helti Vanuatu (HPHV) project  a four year Australian NGO Cooperation Program (ANCP)/DFAT funded nutrition, WASH, and food security project targeting 20 communities across Shefa and Sanma Provinces (August 2025 – July 2029).

This consultancy sits at the heart of our behaviour change work in Vanuatu — helping shift care and feeding practices at the household and community level to give children under five the healthiest possible start in life.

 

You will make an impact by:

 

  • SBCC Strategy: Reviewing the HPHV Barrier Analysis, project baseline, and relevant MoH and sector partner resources (e.g. UNICEF, WSB, World Vision) to develop a short strategy brief outlining key messages, framing guides, target audiences, and modes of delivery — with a GEDSI-inclusive and gender-transformative approach, including engaging fathers in child feeding and care.
  •  Print-ready IEC Materials: Leading the review of existing IEC materials from SCV, the Ministry of Health, and other sector partners; identifying gaps; developing new or refreshed SBCC materials (e.g. flipchart, posters, nutrition tools); focus-group testing with at least one group each of mothers, fathers, and other caregivers in Sanma and/or Shefa; and producing the final print-ready package incorporating all feedback. The flipchart is a key education tool integrating messaging on Maternal, Infant and Young Child Feeding (MIYCF), pregnancy care, hygiene and sanitation, in alignment with national MIYCF guidelines and MoH, UNICEF, and WHO guidance. Innovative nutrition tools such as home growth charts or food group plates are also encouraged.

 

Understanding of Requirements and Experience

 

To be considered, the consultant or team must together demonstrate skills, expertise, and experience in:

 

  • Designing behaviour change strategies and communication approaches, with the ability to translate research findings into effective messaging and materials
  • Demonstrated grounding in psychology or behavioural science, recognising that sustainable nutrition behaviour change requires addressing beliefs, emotions, motivations, social norms, and practices
  • Designing and producing print IEC materials, including strong graphic design experience for low-literacy audiences (or managing graphic designers for this purpose)
  • Conducting work in the field of nutrition, WASH, or health — experience in MIYCF and child wellbeing preferred
  • Leading contextually and culturally sensitive work in Vanuatu, particularly in rural and peri-urban settings, with attention to gender equality and disability; ability to work in Bislama or with local translators
  • Engaging communities through participatory approaches such as focus group testing and co-design
  • Managing and coordinating government, non-government, community, and other stakeholders, including experience working alongside Ministries of Health in Vanuatu or a similar Pacific or developing country context

 

There is a high expectation that:

 

  • Members (or a proportion) of the team have a track record of previously working together
  • A senior team leader is appointed with experience leading consultancy projects
  • The team can commit adequate, available, and skilled resources over the March–May 2026 period
  • The team works flexibly to accommodate changes as the project progresses
