Human Resource and Administration Officer, VCCRP

 

The Vanuatu Community-based Climate Resilience Project (VCCRP) is the largest community-led climate adaptation initiative in the Pacific, funded primarily by the Green Climate Fund. Operating across all six provinces, it strengthens communities’ ability to adapt to climate change through locally tailored actions, government and civil society support, and cross-sector dialogue. The project is led by the Ministry of Climate Change’s Department of Climate Change, with implementation support from key ministries and partners. Save the Children Vanuatu plays a key role in mobilizing funds and delivering activities alongside government agencies.

Where you come in:

 

The HR and Administration Officer is responsible for providing day-to-day efficient and effective human resource and administrative support primarily to the Procurement Team. This includes ensuring the smooth office operations, handling administrative tasks for the procurement team, assisting with procurement processes, facilitating clear and timely communication, supporting transport and logistics, and providing human resources support to the PMU Management team.

 

You will make an impact by:

 

Human Resources Support

  • Assist with recruitment, onboarding, and staff compliance checks
  • Prepare contracts and maintain employee records
  • Coordinate orientation and induction

 

Procurement & Admin Support

  • Support procurement tracking, sourcing, and documentation
  • Liaise with Procurement and Finance teams for compliance
  • Assist with travel bookings, invoicing, and supplier management

 

Office Administration

  • Manage office supplies, assets, and filing systems
  • Coordinate with other offices on administrative matters

 

General Support

  • Contribute to efficient team operations and data entry
  • Support logistics and travel arrangements

 

Health, Safety & Risk Management

  • Follow workplace safety protocols and report risks
  • Apply mitigation measures and promote compliance with organizational standards

 

Child Protection & Safeguarding

  • Uphold child-safe workplace standards
  • Follow safeguarding policies and respond appropriately to concerns

This role requires:

 

Essential Criteria

  • Minimum 2 years’ experience in HR, Procurement, or Administration, preferably in similar projects or organizations
  • Proficient in MS Word and Excel
  • Strong organizational and time management skills
  • Excellent communication and interpersonal abilities
  • High attention to detail and accuracy
  • Fluent in English and Bislama
  • Able to work effectively in a cross-cultural environment

 

Desirable Criteria

  • Diploma or Degree in a relevant field
  • Valid driver’s license
  • Experience working with or within government systems

 

Other Requirements

  • Role subject to satisfactory Police Check and, if needed, Working with Children Check
  • Commitment to Child Safeguarding Policy and Code of Conduct
  • Ongoing performance aligned with KPIs, values, and expected behaviors
