The Vanuatu Community-based Climate Resilience Project (VCCRP) is the largest community-based adaptation project ever delivered in the Pacific. The MEAL and Program Quality Manager aims to measure and optimize the impact of the program, to improve lives and create lasting change for children and communities.

 

Where you come in:

 

In this fulltime contract position based in Port Vila Vanuatu, you will use your technical MEAL expertise, project management experience, and relationship skills to lead the MEAL and program quality work of VCCRP, helping to improve the lives of children and individuals in Vanuatu. Working collaboratively with the Program Management Unit within the Department of Climate Change (DOCC) you will guide program staff in implementing MEAL systems across development and humanitarian programs in line with Save the Children’s and donor policies and practices.

 

The MEAL and Program Quality Manager is responsible for leading the development and implementation of the MEAL framework and strengthening program quality of the VCCRP. The MEAL and Program Quality Manager will support the program team to generate high quality evidence of intervention effectiveness to inform learning and adaptation by implementing systems and process to ensure high quality MEAL and equipping the program team with skills and tools to undertake robust data collection.  The role will assist the team to improve program quality using quantitative and qualitative analysis to inform program learning.

 

You will make an impact by: 

 

·       Enhancing Program Quality and Effectiveness by leading the implementation of robust MEAL systems, ensuring that the VCCRP is consistently monitored and evaluated, enabling data-driven decision-making and continuous improvement to achieve the best outcomes for children and communities.

·      You will manage and improve VCCRP’s accountability mechanisms, ensuring that feedback from children, families, and communities is collected, analysed, and used to inform program adjustments, enhancing transparency and trust.

·       Through training and mentoring staff and partners, you will build local capacity in MEAL practices, empowering them to effectively monitor and evaluate their initiatives and fostering a culture of learning and adaptation.

You have strong technical expertise in MEAL, excellent project management skills, and a solid understanding of data analysis and reporting. You are passionate about continuous learning and capacity building, adhere to high standards of accountability, and thrive in a dynamic, collaborative team environment.

 

This role requires:

 

·         Ability to multi-task, work under pressure, meet tight deadlines, and respond to external requests while being a strong team player.

·         Strong technical expertise in Monitoring, Evaluation, Accountability, and Learning (MEAL) methodologies and tools.

·         Proven project management skills, with experience in coordinating MEAL activities across multiple programs.

·         Proficiency in data collection, analysis, and reporting, with the ability to utilize MEAL software and technologies effectively.

·         Passion for empowering communities and ensuring their meaningful participation in programmatic activities through robust accountability mechanisms.

·         Excellent communication skills, both written and verbal, with the ability to present complex data and insights in a clear and concise manner.
