Position Overview
Under limited supervision, performs Prime Contracts job functions as assigned by management. Typical
job responsibilities include, but not limited to, communications with the client, administration and
management of the contract and compliance. The specific work assignment may include duties or
activities that assist and support management in one or more of the following functional areas:
Serves as the senior Contracts and Supply Chain Management representative in the field for a large
project.
Responsible for managing the Administrative Contracting Officer / Contracting Officer's
Representative relationship for the project on a daily basis.
Responsible for the effective administration and management of the contract in accordance with
company practices and contract requirements.
Responsible for overall project compliance; serves as senior compliance adviser to the field project
staff including areas such as purchasing, materials management, subcontracts and government
property
Responsible for assisting the Site Manager in establishing and managing an effective change
management program in coordination with the Site Project Controls Lead.
Communicates change requests and requests for equitable adjustment to the ACO.
Works closely with the subcontracts, procurement, government property, and materials management
representatives to ensure compliance with contract requirements including flow-downs and consents.
Emphasizes effective utilization of US small businesses to all project personnel in order to surpass
contractual Small Business Subcontracting Plan goals.
Monitors company program to ensure government-owned property is effectively managed, controlled,
etc.
Establishes award fee metrics at contract award to begin earning fee from day one.
Works closely with home office Government Compliance lead to prepare award fee files and
presentations for review and submission to ACO.
Performs duties complex in nature

Maintains knowledge of and demonstrates ability to perform work safely in accordance with all
approved safety policies, procedures and applicable regulations and performs assigned duties in a
safe manner
Actively participates in Safety Work Groups

Working Conditions
Works in an office environment at a normal environmental restoration atmosphere (outdated and/or
abandoned facilities). Potential exposure to equipment movement hazards, dangerous
chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not
followed.
Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion
of force/lifting greater than 45 pounds requires usage of a two person “buddy system”), non-repetitive,
up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing
such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling,
stooping, reaching.
Ability to perform primary office duties including heavy computer usage.
In some cases, radiological training may be required.

Required Skills

Comprehensive knowledge of the Federal Acquisition Regulation & DOE Supplements

Must have strong background in DOE Small Business Programs

Knowledge of DOE systems including Central Contractor Registration, Post Performance Systems,

Contract Manpower Reporting, and other relevant DOE tools

Requires familiarity with a wide variety of functions and operating procedures in support of a DOE
contract

Must be knowledgeable of government auditing practices and standards

Extensive experience in contract management and government auditing

Good leadership and decision-making skills

Excellent interpersonal and communication skills

Excellent computer literacy and MS Office skills

Expert understanding of federal and state policies and regulations

Exemplary attention to detail

Maintains sensitivity to and report on instances of fraud, waste and abuse

DOE “L” clearance or ability to obtain a DOE “L” clearance

BA/BS degree in a related field and 9 years of related experience, or an equivalent combination of
education and experience are required. Typical experience ranges from 9 - 12 years.

BA/BS degree in a related field and 11 years of related experience, or an equivalent combination of
