The RRL Program Manager will Plan, coordinate, and direct the activities of administrative, program, and technical personnel and be responsible for overseeing the development, integration, and delivery of training products and curriculum aligned with the Navy’s Ready Relevant Learning initiative. The candidate will serve as the primary point of contact for government stakeholders, ensuring program milestones, deliverables, and schedules are met in accordance with contractual obligations.  

Duties

  • Program Leadership: Manage day-to-day operations of multiple Navy RRL rating projects, ensuring alignment with Navy Training System Plans (NTSPs), Instructional Systems Design (ISD) processes, and Fleet requirements.

  • Stakeholder Engagement: Serve as the central liaison with Navy Program Offices (e.g., NETC, NAWCTSD, PMA), industry partners, and internal development teams. Provide clear communication of project goals, status, risks, and solutions.

  • Contract & Financial Management: Oversee program budgets, schedules, staffing, and resource allocation. Ensure compliance with contract CLINs, DOs, and deliverable requirements.

  • Training Development Oversight: Coordinate with instructional designers, subject matter experts (SMEs), engineers, and media specialists to ensure delivery of high-quality training materials (IMI, simulations, instructor-led content, job aids, and performance support tools).

  • Quality Assurance: Ensure products meet Navy standards and undergo proper test and acceptance procedures prior to delivery.

  • Continuous Improvement: Identify and implement process improvements to increase efficiency, reduce costs, and enhance training effectiveness.

Required Education:

  • Bachelor’s degree in Engineering, Education, Management, or related field.

Required Experience:

  • 10+ years of program/project management experience, preferably with U.S. Navy training programs.

  • Demonstrated experience leading multi-disciplinary teams on large-scale training or simulation projects.

  • Proven ability to manage multiple ratings or task orders simultaneously.

  • Strong knowledge of Instructional Systems Design (ISD) processes and Navy training modernization efforts.

  • Excellent leadership, communication, and interpersonal skills.

  • Active DoD Secret Clearance (or higher).

Desired Qualifications

  • Master’s degree in Program Management, Education, or related discipline.

  • PMP (Project Management Professional) or DAWIA Program Management certification.

  • Familiarity with Navy Ready Relevant Learning framework and Sailor 2025 initiatives.

  • Prior experience working with NAWCTSD, NETC, or related Navy program offices.

  • Experience with Agile project management methodologies.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
