We are currently seeking a Foreign Military Sales (FMS) Management Analyst, Senior to support The Precision Strike Weapons Program Office (PMA-201) in the Patuxent River, Maryland area. The FMS Management Analyst, Senior applies analytic techniques in the evaluation of program/project objectives. Collects, completes, organizes and interprets data relating to aircraft/ weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

 

Duties include:

  • Prepare meeting agendas, coordinate, attend and participate in IPT and prime contractor meetings, requirements reviews, design reviews, logistics program reviews, system working group meetings, technical interchange meetings, program review meetings, test planning meetings, and other meetings as required/directed and prepare and distribute meeting minutes.
  • Collect and distribute action items from program meetings after receiving Government approval of the content and format of the documents. Maintain an issue and action item database to support the Integrated Product Team (IPT) lead and government systems engineers in managing the lifecycle of product issues and actions. Track action items to closure.
  • Coordinate and participate in working groups, meetings, and conferences with other Program Manager, Air (PMAs) offices, Program Executive Offices (PEOs), Navy and other military services to coordinate program plans, road maps, and reviews of potential technologies that may aid in accomplishing domestic programs.
  • Coordinate with Prime Contractors regarding CDRL and other Deliverables, facilitate review by applicable USG Team Members, and track status.  Develop and manage CDRL tracker, and brief status.  Track on-time status of Deliverables from Contractor, and review/comment period for USG.  Draft and route CDRL approval letters.  
  • Review program progress and track status of vendor critical contract deadlines to identify and report potential problems and/or issues with prime contractor schedule conflicts, resource scarcity, and proposed solutions.
  • Provide analyses of requirements and schedules and evaluate and recommend changes to schedules and associated milestones to ensure compatibility with overall program objectives.
  • Provide input on CDRL development for new Contracts.
  • Support related source selection evaluations as permitted by law and regulation to include performing analyses of contract proposals, change proposals and technical changes including related on-site reviews at applicable facilities.
  • Provide recommendations and coordinate responses to DoN, DSCA, and other taskers, to include coordination with Integrated Product Team Leads. 
  • Develop and disseminate weekly status reports on fielding and deployments to both government and industry.
  • Coordinate with NAVAIR Public Affairs Office for all media inquiries and public release of program information and/or program status to include coordination with the Integrated Product Team Leads to ensure that products are releasable.
  • Assist the Case Manager in the development and planning of new BPC and Standard FMS cases resulting from the successful implementation of solutions to emergent and contingency requirements.
  • Assist the Case Manager with all research for Projects.
  • Assist Case Manager with PMA-201, NIPO, COCOM, and Senior USN and DoD leadership - communications.
  • Assist the Case Manager with briefs for internal and external stakeholders, to include both unclassified and classified briefs.
  • Assist Case Manager with International Customer communications.

  • Coordinate and participate in working groups, meetings, and conferences with other Program Manager, Air (PMAs) offices, Program Executive Offices (PEOs), Navy and other DoD and International Agencies to coordinate program plans, road maps, and reviews of potential technologies that may aid in accomplishing Emergent Requirements programs.  Scope of support will include classified meetings, and may require CONUS and OCONUS support and travel. 
  • Support planning activities to include presenting alternative funding or acquisition strategies and cost estimates for new program requirements for Government consideration and appropriate action.
  • Review program progress and track status of vendor critical contract deadlines to identify and report potential problems and/or issues with prime contractor and/or USG schedule conflicts, resource scarcity, and proposed solutions.
  • Provide analyses of requirements and schedules, evaluate, and recommend changes to schedules and associated milestones to ensure compatibility with overall program objectives.  Coordinate with Emergent Requirements team, and other stakeholders, to ensure timely schedule milestone execution. 
  • Provide input and adjudicate comments on CDRLs and CDRL Deliverables.
  • Support related source selection evaluations as permitted by law and regulation to include performing analyses of contract proposals, change proposals and technical changes including related on-site reviews at applicable facilities.
  • Perform other duties, as needed in support of the Emergent Requirements Team.
  • Provide analyses of projected and actual systems cost, including program engineering requirements, logistics requirements, test and integration efforts, contractor’s cost, and potential product improvement initiatives. Provide recommendations to support each initiative, their potential return on investment, and associated risk to the program.
  • Provide recommendations and alternatives in support of program execution; spend plan development, out-year planning, and the creation of funding request and justification documents across various funding authorizations (e.g. SDAF, BPC, FMF, and FMS).  Contribute to the development of white papers, quad charts and trade studies.
  • Coordinate with NAVAIR Public Affairs Office for all media inquiries and public release of program information and/or program status to include coordination with the Integrated Product Team Leads to ensure that products are releasable.
  • Assess if hardware procurement and support contracts are being awarded in a timely manner, and the impacts of identified risks and issues.
  • Review Release Policy to determine the disclosure and releasability of PMA-201 capabilities to various international customers in-line with current TSFD (Technology Security and Foreign Disclosure) practices and regulations.  Should Release Policy not exist, assist the Case Manager in the identification of strategies to request policy, and support the writing and execution of the Release Policy request submittal.  Coordinate with the PMA-201 Foreign Disclosure Officer and NIPO on these issues and requests.   

Required Education: This position requires a Master's Degree or allowable substitutions. A Bachelor's degree and four years of experience can be substituted for the Master's Degree. 

 

Required Experience: This position requires at least ten years of experience. 

 

Desired Experience:

  • Experience/familiarity with the Acquisition Management Suite (AMS) and Procurement Management Tool (PMT)
  • Experience with writing and managing Procurement Initiation Documents (PIDs)
  • Experience in the development and program implementation of Statements of Work (SOWs) and Contract Data Requirements List (CDRLs)
  • Experience with NAVAIR official correspondence
  • Proficient in MS Office 365 (Project, Excel, Power Point, SharePoint, Teams)
  • Proficient in Adobe software
  • DoD and SECNAV instructions
  • Utilization of NAVAIR management tools
  • Development of sound acquisition strategies
  • Experience with FMS processes and organizations
  • Demonstrated analytical skills for cost and performance trades
  • Expertise in DSAMs

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
