We are currently seeking a TS/SCI cleared Acquisition Specialist to support the Office of Naval Intelligence (ONI) at the National Maritime Intelligence Center (NMIC) at Fort Meade, Maryland with project and program execution strategies. 

Duties: 

  • Supporting the Command project and program execution strategies:
    • Prepare, review and update program documentation in support of Milestone Decisions/reviews to reflect current program status in appropriate formats
    • Prepare briefings and strategy recommendations for the Milestone Decision Authority (MDA)
    • Prepare Joint Capabilities Integration and Development Systems (JCIDS) documentation including, but not limited to capabilities documents (CBAs, ICDs, CDDs, and CPDs), Acquisition Plans and Strategies and other required milestone documents listed in DoD 5000.02 and the Better Buying Power 3.0 Implementation Guide
    • Research, analyze, develop, and coordinate strategy, policy, and doctrine
    • Review and monitor incoming strategies, policies, doctrine, orders, plans, Joint Concepts, concepts of operations, concepts of employment and white papers; analyze and make recommendations to ensure correctness and consistency in language, use of doctrinal terms, and impacts to PMO strategy and policy
    • Develop capability and technology road maps
    • Attend, document, and summarize meetings, conferences, and technical proceedings to facilitate the maintenance of program documentation and acquisition support
    • Develop draft inputs for higher command, sponsor and congressional briefings
  • Supporting the Command front office and the Chief Acquisition Officer, project officers (PO), action officers (AO}, contracting officer representatives (COR), procuring contracting officers (PCO), negotiators and financial personnel with tactical and strategic acquisition tasks:
    • Generate, review and provide guidance on all required documentation for contracting
    • Incorporate Sensitive Activities Intelligence Related Contracting (SAIRC) and other relevant guidance for development of procurement initiation documentation (PID), purchase request (PR) and funding documents (FD) required by the PCO
    • Develop Statements of Work, Statements of Objectives, and Performance Work Statements for both sole source and competitive Basic Ordering Agreement (BOA) and Multiple Award Contract (MAC) vehicles
    • Prepare of DD-1423 forms and determine appropriate Data Item Descriptions for each deliverable
    • Prepare Sources Sought, Contractor Capability Surveys, Requests for information, Justification and Approval for Sole Source Contracting, Determination and Findings, Independent Cost Estimates and other supporting documents
    • Develop and maintain a tracking database of the status of all planned and ongoing procurement activities
    • Provide support to Evaluation Boards for proposal reviews with personnel familiar with the proposal subject matter
    • Provide training and develop evaluation board analysis reports for proposal evaluations
    • Assist POs, AOs and CORs in managing project and program scope, schedule, budget and risk
    • Coordinate schedules to facilitate completion of contract deliverables and project/program briefings and presentations
    • Analyze and review program administrative operating procedures
    • Develop plans of action and milestones (POA&Ms), programmatic strategies and recommendations to advise the PMO on cost, schedule, and performance issues which may impact program milestones
    • Coordinate and collaborate with requirement owners to identify solutions that can fulfill requirements upon system delivery
    • Evaluate operational and technical alternatives and perform risk assessments
    • Develop and refine project analysis processes, methods, and tools
    • Conduct analysis of projects and prepare graphs, tables, diagrams, and presentations to present analysis issues, conclusions, recommendations, and risks
    • Develop program and project documentation, risk management documentation, acquisition plans, and program schedules
    • Develop work breakdown structures (WBSs), integrated master plans (IMPs), integrated master schedules (IMSs) and methods for tracking project performance
    • Prepare briefings, decision papers and other documentation for decision authorities and sponsors
    • Coordinate quarterly Program Management Reviews for the PMO to include briefing template development, scheduling, briefing book preparation, and meeting coordination
    • Prepare and coordinate Technology Transition Agreements (TTA)
    • Prepare Transition Assessment Review (TAR) Canonicals

Required Education: 

  • Bachelors degree in Management, Engineering Management, Business, or relevant technical discipline such as Electrical Engineering, Computer Engineering, Computer Sciences, or Physics. 

Required Experience: 

  • Minimum of five (5) years of experience related to systems acquisition including logistics, research and development configuration management or systems analysis/design
  • Experience working on, or managing programs including at least 5 years in science and technology or research, development, test and evaluation programs
  • Experience briefing and developing briefs for Flag Officers and Senior Executives
  • Experience with Planning, Programming, Budgeting, and Execution (PPBE) to include the development of acquisition strategies, development of budget and financial management documentation, and monitoring project performance and deliverables
  • 5 additional years of relevant work experience if HS Diploma or GED (10 years total)

Training Requirements

  • DAU Level 2 Certification (in Program Management, SPRDE, or Systems Engineering)or equivalent such as PMP

Candidates must have a DOD-sponsored TS//SCI security clearance

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $73,695.26 to $110,542.90 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems’ total compensation package.
