Muskegon Community College is a center for lifelong learning that helps people attain their educational goals by offering programs that respond to individual, community, and global needs. MCC is an associate degree-granting institution of higher education and an applied technology leader for high-tech, hands-on training.
With nearly a 100-year history of academic excellence, MCC is a public community college accredited by the Higher Learning Commission. With robust student success support, free tutoring, 18 athletic teams, events, clubs, and activities, MCC has an annual, full-time equated student enrollment of approximately 2,300 and an unduplicated headcount of 5,100.
Most recently, Muskegon Community College outranked all other colleges in Michigan for the rate of students who received federal financial aid and then transferred to continue their education at a four-year institution. The college’s transfer-out rate was the highest in Michigan, 7 percentage points above the state average, and outpaced the average transfer rate across the nation. MCC is nationally recognized for its liberal arts and occupational programs.
The College has an annual operating budget (general fund) of $44 million and employs about 210 regular full and part-time staff and many adjunct faculty and student assistants. The College also offers 56 Associate degree programs and 29 certificate programs.
The main campus is located on a 111-acre campus in Muskegon which includes the Hendrik Meijer Library & Information Technology Center, Bartels-Rode Gymnasium, Frauenthal Foundation Fine Arts Center (including the Overbrook Theater and Art Gallery), Stevenson Center for Higher Education, the Science Center, the Health and Wellness Center, and the Art & Music Center.
Muskegon Community College also operates the Sturrus Technology Center and Fab Lab in downtown Muskegon and extension centers in Ottawa and Newaygo Counties.
General Description:
Reporting to the Dean of Student Services, the Registrar is responsible for the leadership, development, and management of all administrative, technological, and operational functions of the Registrar’s Office/Welcome Center as well as maintaining the integrity of academic records, providing continuous process improvement and assuring accuracy and consistency of records office functions. The Registrar will actively engage and contribute to the strategic enrollment management activities within the College.

Qualifications: Knowledge, Skills & Abilities:
1. Minimum of a Bachelor’s Degree, Masters preferred and previous experience in registrar-related work, preferably in a management position.
2. Must possess strong team building, leadership qualities, excellent verbal and written communication, and analytical and strategic thinking skills.
3. Minimum of five years of higher education administrative experience in student service or higher education related area, including a minimum of 5 years supervisory experience.
4. Candidates will have familiarity with enterprise systems (ex. Colleague), degree audit systems, document management, and relational databases. Knowledge of best practices for developing and maintaining academic information in web-based systems and/or portals preferred.
5. Demonstrated ability to relate to people of all ages, races, and social-economic backgrounds.
6. Knowledge of FERPA, Title IX and ADA.
7. Demonstrated excellence in both oral and written communication skills with both technical and non-technical audiences.
8. Demonstrated ability to create a warm, welcoming environment to students, parents, faculty/staff and community members especially during busy/chaotic times.
9. Demonstrated ability to work as part of a successful team while accomplishing tasks and assignments without assistance, even while multi-tasking.
10. Highly motivated and solution oriented with a high degree of integrity, ethics and dedication to the mission of the College.
11. Demonstrated use of tact, judgement and discretion and the ability to maintain confidentiality.
Essential Function:
1. Manages the Registrar’s Office, Welcome Center, Call Center, Sturrus Center front desk and the student tuition payment process and cancellation for non-payment.
2. Manages the registration processes in Self-Service, email, in-person and the faculty-initiated system and Direct Credit.
3. Oversees the enrollment process, student roster, enrollment verification and grades for the Michigan Colleges Online.
4. Supervises the accuracy, maintenance and release of academic transcripts in-house and through eTranscripts.
5. Chair the Commencement Committee that plans and coordinates the Commencement Ceremony and Grad Fest.
6. Direct all activities in the Welcome Center such as assisting students with applying for admission, FAFSA, tuition payment, payment plan, and student loan applications.
7. Researches, analyzes, troubleshoots and resolves Colleague Administrative system issues.
8. Manages the record retention process, developing appropriate forms and procedures needed to maintain the integrity and confidentiality as well as document imagining.
9. Directs the collection of grades and grade changes while managing and communicating the Probation, President’s List, Dean’s List and Honors.
10. Administers the Family Educational Rights and Privacy Act regulations and College staff Training.
11. Prepares and submits student enrollment and degree verification files to the National Student Clearinghouse (NSC). Resolves any errors and/or verifies any discrepancies with student records at the NSC.
12. Authorizes and manages the Academic Forgiveness process.
13. Oversees and supervises the graduation Audit Processes and conferring of degrees while managing the updates and maintenance of the automated degree audit system.
14. Supervises the automated transfer equivalency program.
15. Manages and updates MYMCC Portal pages for Registrar’s Office.
16. Maintains and uploads equivalencies for MCC to the MiTransfer site for MCC.
17. Serves on the Instructional Affairs Council, Coordinating Council, Student Services Council, MCCDIRT, OIT Council and other committees and teams as assigned.
18. Oversees the enrollment verification and Residency Approval process for students.
19. Responsible for resolving UIC codes with the State of Michigan.
20. Prepare student petitions for Student Services Council
21. Performs other duties as assigned.
