Manager, Construction & Maintenance (Contractors) Position Summary: Directly accountable for providing leadership and tactical directions to a team of resources through recruitment and selection, training and development, performance management and rewards and recognition. The team of resources performs work activities associated with the construction, preventive maintenance, corrective maintenance and emergency maintenance of distribution and transmission line facilities, including vegetation management and outage restoration activities. Oversees the full implementation and holds team accountable for safety best practices while ensuring compliance will all applicable Federal, State and Corporate standards, guidelines, policies and procedures.
Position Responsibilities
- Manages a team of union/non-union non-exempt as well as exempt employees in operating, maintaining and constructing transmission and distribution electric delivery system in a way that’s consistent with all safety and regulatory requirements.
- Oversees the restoration/trouble call efforts for all transmission and distribution line outages, including crew availability and scheduling, safe work practices and field issue resolutions.
- Manages the emergency restoration efforts of the transmission, substation, and distribution system at time of crisis due to adverse weather impacts.
- Develops and maintains effective and efficient organizational structures to facilitate proper staffing and schedule coverage levels to provide excellent customer service on planned and unplanned work.
- Ensures maintenance and/or construction work activities in assigned area are completed on time, within budget and to quality expectations.
- Influences and support resolutions to problematic field situations. Recommends best practices to project teams and ensures safe decisions with respect to the Construction and Maintenance team in a practical tactical way.
- Ensures a high customer satisfaction result by always keeping the customer needs at the forefront of decision making.
- Partners with employees and union representative to enhance employee engagement and satisfaction.
- Partners with peers, project managers and project/program teams to enhance overall business results.
- Identifies and influences implementation of best practices to improve productivity and reduce operating costs.
- Establishes assessment systems and monitors activities to ensure compliance with established policies, procedures and guidelines. Ensures that applicable training is completed timely and documented appropriately.
- Proactively prepares for emergency situations; supports corporate efforts during emergency situations; communicates deficiencies in emergency response/preparedness; and influences the quick and effective resolutions using appropriate resources.
- Provides support in executing the corporate and divisional vision, strategic initiatives and objectives.
- Supports policy and procedure decision making processes, including labor relations and bargaining unit contract negotiations.
- Maintains effective working relationships with employees and customers at all levels within the corporation. Ensures smooth operations, productive communications, and effective understanding during all interpersonal contacts. Provides current and accurate information to all requestors, courteously and in a timely manner.
Education
- High School Diploma or equivalent. (Required)
- Bachelor's Degree Engineering, Construction Management or other related field or equivalent combination of education and work experience in a business environment. (Required)
- Master's Degree Business Administration (MBA) (Preferred)
Experience
- 10+ to 15 Years' direct experience supervising or managing construction and/or maintenance field staff operating in an electric utility environment. (Required)
- 10+ to 15 Years' progressive experience in the electric utility environment (Required) and
- 5+ to 7 Years' experience in transmission and/or distribution workspace (Required) and
- 5+ to 7 Years' leadership and/or supervisory role with recruitment and selection, training and development and/or performance management accountabilities. (Required)
- Experience and working knowledge operating in cross-functional matrixed organizational structure. (Preferred)
- Collaborative labor relation direct experience. (Preferred)
Knowledge, Skills, and Abilities
- Strong proficiency with Microsoft Office Professional Suite, including Word, Excel, Outlook, and PowerPoint. (Required)
- Demonstrated ability to engage effectively with all levels within and outside of the organization. (Required)
- Strong organizational skills with demonstrated ability to manage multiple projects and demands. (Required)
- Ability to work effectively in high-energy and fast-paced environment. (Required)
- Excellent verbal and written communication skills. (Required)
Licenses and Certifications
- Must possess and maintain a valid Florida driver’s license within 30 Days. (Required)
- Professional Engineer (PE) License. (Preferred)

Mostly inside air-conditioned office environment with approximately 20%- 25% field time.
STORM DUTY REQUIREMENTS.... Responding to storms will be considered a condition of employment: LCEC provides critical services to our community during an emergency. Employees may be required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our LCEC members.
