Responsibilities
Leadership

Provide the overall vision and leadership in the Implementation of Triple Resilience Program in holistically integrated the three strategic objectives (SO), namely, SO1: Social Resilience; SO2: Environmental Resilience and SO3: Economic Resilience of smallholder farmers in Beria Corridor;.

Establish and maintain good working relationships with the Embassy of Sweden (EoS) in Mozambique represented by the Program Officer at the Embassy and provide regular update on the project’s progress.
Overall programmatic management (including Administrate and Finance)

Lead regular program management meetings and coordinate the activities of the project implementation partners;.

Prepare work plans and annual budgets for the Triple Resilience Program according to the timelines stipulated in the contract between IFDC and the donor ensuring compliance with established protocols and best practices;.

Develop narrative and financial progress reports for the donor according to the timelines stipulated in the contract between IFDC and the donor;

Manage and oversee work plans and annual budgets of the program implementing organization AKSM; NPA, LFF and ICEI, lead and coordinate field monitoring visits as needed;.

Ensure that services provided to smallholder farmers integrate their priorities and socio-economic conditions and result in quality outputs;

Maintain day-to-day relationship with the implementing partners and program stakeholders as it relates to program activities;

Ensure program deliverables and submit combined progress reports of Triple Resilience (including contributions by implementing partners, AKSM, NPA, ICEI and LFF) to the donor;

Manage communications program and results reporting to the donor and stakeholders (with support from communications and the MELS officer);
-
Ensure the quality and smooth running of agreements with partners;

Provide technical leadership, oversight and coordination for the program technical components;.

Monitor contextual factors and risk that would impact implementation. Engage with IFDC management and leadership on corrective measures and adaptive approaches through management decision-making in coordination with the DPM and implementing partners;.

Review implementing partners performance, financial reporting (together with the program NFO) and strategic value related to Triple Resilience intervention logics, outcomes and program Result Framework; undertake partner and field visits;

Deepen private sector engagement and program linkages in support of programming outcomes and leveraged investment in the inputs and outputs sectors.
Communications and outreach

Oversee the implementation of the Communications strategy of the program;.

Work with communication staff to support development of external communication of the program;.

Maintain active interactions with Government of Mozambique, Provincial and District Local Governments in relation to program activities;.

Develop progress annual reports for the Ministry of Foreigner Affairs and partner organizations as required;.
-
Perform any other activities assigned by the Director, Scaling Soil Health Department or their designee.
Requirements
-
At least 7 years of experience successfully leading the management of components of complex, results based, international rural agricultural development programs with strong focus on food security and gender equality;
-
Demonstrated experience (>5 years) in providing Technical Assistance to governments, development partners and private sector on Climate Smart Agriculture including design and implementation of marketed oriented programs with adaptive management principles;

Demonstrated ability to organize advocacy and strengthen the capacity of private sector associations to advocate for a more favorable regulatory environment;.

Master’s degree in agriculture or Agribusiness or related field required;.

Demonstrated ability in the concepts, principles, methods and techniques of agriculture sector development activities, including training, capacity building, agribusiness development extension services and the technical activities mentioned above;

Demonstrated skills in effectively collaborating with host governments, regional institutions, donors, and development partner programs, local organizations, private companies and other partners;.

Ability to successfully manage and develop staff as demonstrated by past experience;.

Ability to manage partners, sub-contracts and grant making programs with all required reporting requirements;

Ability to perform internal control functions to manage day-to-day operations of the program;

Ability to communicate effectively in writing and orally in small audience and large audience settings;.

Fluency in written and spoken English and Portuguese is required;

Ability to travel in the program target areas (Sofala and Manica Provinces);.
Reporting and Work Relationships
The Program Manager reports to the Director for Scaling Soil Health Department. The individual will work in close collaboration with program colleagues, other IFDC staff and colleagues from other project consortium members.
Location
This is a national recruitment with a duty station based at one of the IFDC offices in Beira Corridor, Mozambique.

The salary grade for this position is BG 10.

About Triple Program/Project
The International Fertilizer Development Center’s (IFDC) in partnership with Istituto Cooperazione Economica Internazionale (ICEI), Norwegian People's Aid (NPA), Associação Kwaedza Simukai Manica (AKSM), Levas Flor Foundation (LFF), União Provincial Dos Camponeses De Manica (UCAMA), and União Provincial de Camponeses (UPC), is implementing a Triple Resilience Program which is funded by the Embassy of Sweden for the period of February 2023 to December 2027. The overall goal of the program is to achieve social integration, sustainable and resilient livelihoods, and improved management of natural resources for communities throughout the Beira Corridor, ensuring the full economic and social participation of DDRs, IDPs, youth, and women, while reducing vulnerability and risk of future conflict. Together with implementing partners, IFDC facilitate the widespread availability and adoption at household and individual levels of environmentally sustainable and climate-resilient on-farm, off-farm and non-farm activities that are income generating for increased food security, nutrition as well as ability to mitigate and/or adapt against climatic shocks and disasters.
The program expect to improve livelihoods and food security in the Beira Corridor (Manica and Sofala), through methods and practices that build the capacity and leadership of systemically excluded people and that protect the environment, ultimately leading to enhanced resilience and stability for an estimated 60,000 people with potential to scale to 100,000 -150,000 individuals, leveraging partnerships with anchor private sector .
