Responsibilities
The Project Monitoring, Evaluation, Knowledge and Management Officer will oversee the design, implementation, and operation of the project’s monitoring, evaluation, learning, and reporting systems. The officer ensures timely data generation, analysis, and knowledge dissemination to inform project planning and communication. Responsibilities include:
- Lead the design and implementation of the project’s Monitoring, Evaluation, and Learning (MEL) system;
- Ensure timely and accurate data collection, analysis, and reporting on project progress and results;
- Oversee knowledge generation, management, and documentation of lessons learned and best practices;
- Coordinate internal and external evaluations, impact assessments, and learning reviews;
- Prepare periodic reports for government stakeholders;
- Ensure use of data and evidence in informing project strategy and decision-making.
Requirements
- Postgraduate degree in M&E, Demography, Population Studies, Statistics, Economics, Rural Development, or related fields;
- Minimum 8 years of direct experience in M&E of rural development or national projects, designing and implementing M&E systems in multi-faceted projects;
- Strong skills in data processing and managing large-scale surveys, with at least 3 years of experience using statistical and data analysis software (e.g., SAS, SPSS, Advanced Excel);
- Proficiency in MS Word, PowerPoint, and databases; additional training in impact evaluation and IT use in M&E is an asset;
- Strong research and evaluation cycle experience, from design to dissemination;
- Fluency in English with strong communication skills and ability to meet deadlines.
Reporting and Work Relationships
The position reports to the Project Manager. S/he works in close collaboration with project colleagues, other IFDC staff and colleagues from other consortium members.
Location
This is a national recruitment with a duty station at the IFDC office based in Juba, South Sudan.

Salary Clause
The salary grade for this position is BG 9.
