Responsibilities 

The Procurement Officer will manage all procurement activities for the project, ensuring timely and transparent acquisition of goods and services in compliance with national procurement standards (excluding Subcomponent 3.1). Responsibilities include: 

  • Develop and implement the project procurement plan; 

  • Prepare documents, manage bidding processes, and administer contracts; 

  • Maintain complete procurement documentation and ensure audit readiness; 

  • Coordinate procurement activities with project teams and stakeholders; 

  • Ensure adherence to government, and international donor procurement guidelines. 

 

Requirements 

  • Master’s degree in Purchasing and Supply, Economics, Finance, Law, or related field; 

  • At least 8 years of experience in procurement and contract management in donor-funded projects (e.g., AfDB, World Bank); 

  • Strong understanding of procurement procedures in South Sudan and for internationally financed programs; 

  • Proficient in MS Office, including Word, Excel, and Access; 

  • Strong organizational, negotiation, and communication skills.  

 

Reporting and Work Relationships 

The position reports to the Project Manager. S/he works in close collaboration with project colleagues, other IFDC staff and colleagues from other consortium members. 

 

Location 

This is a national recruitment with a duty station at the IFDC office based in Juba, South Sudan 

 

Benefits 

IFDC's benefits include annual and sick leave, health and group life insurance coverage, a 13th-month salary, social security and pension contribution in compliance with local laws and end-of-contract benefits.  

 

Salary Clause 

The salary grade for this position is BG 7 with a monthly salary of USD 1,850.5. 

The determination of new employee salaries takes into account various factors. These include the salary range linked to the assigned job grade, the candidate's qualifications in relation to the job's responsibilities and prerequisites, internal fairness, the competitive state of the job market, as well as potential organizational and budgetary considerations.
