How will this role impact First Command?

We are seeking an experienced and visionary Head of Technology Operations and Infrastructure to lead and optimize enterprise IT infrastructure for a mission-driven company with a vision for financial security for our Nation’s military families. This strategic leadership role is responsible for ensuring the availability, performance, security, and scalability of all infrastructure components—including cloud and on-premises systems, networks, data centers, and endpoint management. The ideal candidate will have a strong technical foundation, demonstrated leadership abilities, and a forward-thinking approach to building robust, secure, and scalable infrastructure systems to support the company’s strategic business objectives.  He or she will possess a strong command of financial services compliance requirements, and a proven ability to drive transformation in complex IT ecosystems.

What will the employee do in this role?

  • Partners with product and business leaders to contribute to the success of strategic business initiatives through enabling technology infrastructure planning and execution. 
  • Collaborates with XTO leadership including the Chief Technology Officer, Chief Digital Officer, Chief Data Officer, SVP Service and Support Strategy, VP, Experience Design and Innovation to deliver great client and user experiences.  

Strategic Leadership:

  • Develop and execute the enterprise infrastructure strategy aligned with regulatory, operational and business objectives.
  • Partner with executive leadership to ensure technology platforms support growth, innovation and customer trust.
  • Champion modernization initiatives including hybrid cloud adoption, automation, and zero-trust architectures.
  • Lead cross-functional planning and budgeting processes for infrastructure-related initiatives.
  • Remains informed of trends impacting financial services industry and technology infrastructure and advises C-level executives on potential impacts.

Infrastructure Operations & Management:

  • Oversee all aspects of infrastructure operations including data centers, networks, server, storage, and cloud environments.
  • Ensure high availability, performance, and resilience of all IT infrastructure systems.
  • Partner with the Risk Management team to define and execute disaster recovery and business continuity plans.

Security & Compliance:

  • Collaborate with cybersecurity, compliance, and risk teams to ensure compliance with regulatory and relevant frameworks (e.g., FFIEC, SOX, SEC, FINRA, GLBA, NIST).
  • Enforce zero-trust principles, role-based access, and secure infrastructure configurations.
  • Continuously monitor for vulnerabilities and ensure timely patch management.

Vendor & Stakeholder Management:

  • Manage relationships with infrastructure vendors, service providers, and consultants.
  • Ensure contracts and service-level agreements (SLAs) meet organizational needs and performance standards.

Innovation & Transformation:

  • Identify and evaluate emerging technologies to continuously improve efficiency, scalability, and reliability.
  • Drive automation and DevOps practices to streamline infrastructure deployment and management.

What skills & qualifications will you need?

Education

  • Bachelor’s degree in computer science, Information Systems, Engineering, or related field (Master’s preferred)

Work Experience

  • 10+ years of experience in IT infrastructure with at least 5 years in a leadership or managerial role.
  • Proven experience managing large-scale IT operations in hybrid or multi-cloud environments (e.g., AWS, Azure, Google Cloud).
  • Experience with enterprise networks, virtualization, containerization, disaster recovery, DevSecOps practices, and endpoint management.
  • Working knowledge of SAP, Storage Area Network (SAN), Cisco-based network communications technology, and Microsoft solutions.
  • 15+ years’ total experience, including 5+ years in a production 24/7 high-availability multi-site enterprise ERP environment, including application hosting, voice and data networks, security and information protection.
  • Experience of leading overall infrastructure for a complex organization and network, including multicounty setup, VLAN setup for regulatory requirement, managing data protection, etc. 

Certifications

  • Certified Information Systems Security Professional (CISSP)
  • Azure Solutions Architect
  • Experience with or certified ITIL, PMP, or other project management or service delivery frameworks

Required Knowledge, Skills and Abilities

  • Strong understanding of infrastructure-as-code, CI/CD pipelines, and automation tools.
  • Excellent leadership, communication, and stakeholder management skills.
  • Deep knowledge of security best practices, including identity and access management, encryption, and compliance frameworks.
  • Ability to balance strategic thinking with hands-on technical oversight.
