How will your role impact First Command?
FCB’s (“Bank”) Compliance Quality Control Analyst II (“Analyst II”) will be responsible for partnering with the Senior Compliance Quality Control Analyst to execute testing of key compliance controls on a periodic basis to identify any key deficiencies. Examining processes and controls, documenting work papers, interacting with all levels of management and presenting recommendations to Bank management are some of the primary objectives of this position. Serve as a member of the second line of defense. Testing results are remitted for review to the VP, Fiduciary and Compliance QC and the SVP, Bank Compliance Officer for further reporting to the Bank Compliance Committee.
What will you be doing?
- Assist the Senior Compliance Quality Control Analyst and VP Fiduciary and Compliance QC in completing the Bank’s Quality Control Compliance Program.
- Review complex process and procedure documents with attention to detail to identify potential issues, inaccuracies, or areas of risk.
- Conduct on-going quality control testing related alphabet regulations (e.g. Regulations B, CC, D, DD, E, P, X, Z, FCRA, FDCPA, Flood, SAFE Act, MLA, E-Sign Act, etc.) relating to banking activities, BSA and OFAC.
- Assist and prepare written quality control reports of testing results with effective conclusions and findings.
- Work closely with Compliance team members to determine root cause of issues and determine necessary follow-up actions.
- Follow-up on open quality control issues for resolution.
- Assist with the data collection process for the BSA/AML and OFAC, Deposit and Lending, Fair Lending, CRA, Identity Theft Program, MLR risk assessments as needed.
- Review account fraud alerts and conduct investigations to ensure timely resolutions and escalate to the VP, Fiduciary and Compliance QC as necessary.
- Conduct periodic reviews of high and moderate risk clients.
- Assist with internal audit or exam compliance request items as needed.
- Assist with projects tasked by the VP, Fiduciary and Compliance QC or the SVP, Bank Compliance Officer.
- Stay abreast of regulatory changes in compliance requirements and communicate such information to VP, Risk and Controls and SVP, Bank Compliance Officer; develop action plans as needed.
- Provide ongoing support and research to Bank’s first line of defense for regulatory compliance related matters and questions.
- Attend the Bank’s Compliance Committee.
Authorities
Information Access – Compliance Quality Control Analyst II has authority to access, monitor, and report on sensitive Bank, customer, transaction, and employee information related to the position’s duties to ensure compliance with regulatory requirements

What skills/qualifications do you need?
Education
- Bachelor’s degree required; equivalent experience may be considered
Work Experience
- 3 to 5’ years previous Audit, Compliance, or related Quality Control experience with consumer banking regulations
- 3 years Banking experience required
- Banking software (Jack Henry, Cognos, Verafin, or Actimize) experience preferred
- Banking Compliance experience highly preferred
- Strong knowledge of regulatory requirements
- Relevant certification (e.g. CIA, CRCM, CFE) preferred
Required Knowledge, Skills, and Abilities
- Excel proficiency highly desirable; intermediate to advanced skills (e.g. match and count and dashboarding formulas) are frequently used within the group
- Word preferred
- Must be detail oriented and possess strong communication and organizational skills
- Demonstrate knowledge and understanding of testing standards, and Bank regulations
- Demonstrated ability to perform research, including reading regulations and using industry resources
- Strong ability and motivation to learn
- Public Speaking and memorandum writing skills
