Basic Purpose of Position: |
Command and oversee daily police operations of a facility or facilities, to assure that the police operation is performed efficiently, with integrity and professionalism, in accordance with established local, state, federal, and Authority policies, regulations and guidelines. |

Major Responsibilities and Duties
DESCRIPTION OF TASK |

1. |
Oversees and commands all police line functions at a DRPA facility or facilities for which assigned. Oversees an assigned platoon's administrative and operational duties as a platoon watch commander. Manages police conduct and activities. |
2. |
Scheduling police personnel on a daily basis to fulfill staffing requirements. Maintains payroll and police personnel records for all police assigned to the facility or facilities. |
3. |
Ensures efficient traffic flow, and positive police - customer - vendor – employee relations. Establish communication with vendors for the supply of applicable police equipment and materials. |

Reviews and maintains police arrest and activity records for facility or facilities.

Inspects facility property and roadways to ensure the security of the facility or facilities. Assists in maintaining a safe and secure work environment by participating in required training, recognizing, and reporting hazards and suspicious activity, and using all required personal protective equipment.

Investigate, review, and make recommendations regarding employee discipline matters. Administer discipline in compliance with departmental rules and applicable collective bargaining agreements. |
7. |
Participates in conferences, seminars, committees, civic and community meetings as the Chief’s representative to explain police problems, policies, and plans. |

Participates in the preparation of the annual operating budget while monitoring cost control. |

Administratively oversees the procurement of police department equipment and uniforms. Additional duties include oversight of the police fleet of vehicles at the direction of the chief of police and in conjunction with the DRPA Fleet, oversight of police communications and police central records operations, oversight of public safety social media platforms, and coordination of municipal court matters with the DRPA Police Court Liaison. Serves as the agency’s Criminal Justice Information System (CJIS) Terminal Access Coordinator (TAC) and Pennsylvania JNET Terminal Access Coordinator (TAC). |

Administratively oversee and command investigative staff in criminal and administrative investigations and maintain the internal affairs records system and provide oversight of the evidence management system. Additional duties include conducting and overseeing investigative background checks for new hires for the Delaware River Port Authority Police Department, working with internal and external partners to continually improve the organization's cybersecurity posture, administering the Drug and Alcohol Policy for all DRPA Police Department Employees to ensure compliance with federal regulations and complete required reports for various state agencies as needed. |

Oversee and command the department’s Training Unit, including the department training officer and the instructor cadre to ensure the timely delivery of pertinent training to department employees. Identify, enroll, schedule, and record relevant employee training through outside sources and vendors. Additional duties include creating, updating, researching, and reviewing policies, procedures, and general orders. Create and implement new programs supported by appropriate policies and procedures to improve department efficiency and enhance officer safety and performance. Research and develop lesson plans to implement relevant classroom, virtual, weapon proficiency, and live scenario training programs for department employees. Liaise with state, county, and municipal law enforcement agencies, including police academies, for training purposes. Manage the police recruit basic, pre-phase, and field training. Research and assist in the application process for grant funding. Assist with managing and distributing information within the department using oral, written, and electronic communication. |

Performs other related duties and special projects as required and assigned based on the police department’s administrative and operational needs within the designated position of lieutenant, i.e., watch commander (patrol) and/or administrative lieutenant (administration, investigations/cybersecurity, and professional standards). |
This is a safety sensitive position and is subject to all provisions of the DRPA/PATCO’S Substance Abuse Testing and Control Policy including random drug testing and periodic physical testing requirements.
