Basic Purpose of Position: |
Manages the Construction and Maintenance department for all bridges buildings and facility property. Directly manages the Electrical, Highway, HVAC and Maintenance Foreman. Administers policies and coordinates activities between departments to maintain and improve the facility, efficiently and economically. Assures the integrity of the bridge infrastructure. Maintains a safe and satisfactory environment for the employees and patrons. |

Major Responsibilities and Duties
DESCRIPTION OF TASK |

1. |
ROUTINE DAILY COORDINATION ACTIVITIES: Coordinates daily activities with Construction & Maintenance Foremen (all bridges), Public Safety, Tolls, PATCO, NJ DOT, PA DOT, Coast Guard, vendors and consultants. Coordinates with Public Safety, Corporate Communications and the Toll Manager in the area of traffic management related to construction and maintenance projects and incident management. Assists the Bridge Director and Corporate Communications Department in preparing briefs and information on construction & maintenance projects and bridge activities that would impact the public and assists the Foremen in addressing local citizen concerns. Provides regular reports/briefings to the Bridge Director on major issues regarding the operations of the Construction and Maintenance Department. |

STAFFING & SCHEDULING: Prioritizes projects and allocates personnel to ensure work is completed within expected time frames to ensure minimal impact on traffic flow. Provides support in the areas of staffing, scheduling, procurement and specific employee issues. Schedules and coordinates tasks involving one or more trades and oversees the staffing of tasks across discipline/trade-based teams working closely with the Foremen. Assists the Bridge Director in determining staff and equipment requirements for temporary transfers to and from other facilities. Works with the Foremen to determine the staffing requirements and staff assignments for inspection work related to outside contractors undertaking work at the bridge facility. |

EMERGENCY RESPONSE: Oversees emergencies, incident management, snow removal, ice control, accidents, and other urgent events with the Maintenance, Highway, HVAC and Electrical Foremen. |

BUDGET & PLANNING: Assists the Bridge Director in determining the Construction & Maintenance Department’s annual budget and current budget status, material procurement needs and necessary staffing levels for planned construction and maintenance projects. Participates in the planning of medium to long range construction and maintenance projects with the Bridge Director and the bridge’s Engineering representative. |

PROCUREMENT: Works closely with the Data Management Coordinator to assure that records, schedules and requisitions related to the Construction & Maintenance Department are provided in a timely manner and are based on accurate inputs. |

PERSONNEL: Participates in the hiring and promotion selection process, conducts interviews and provides written assessment recommendations, participates in progressive discipline process and the recommendation of commendations for Construction & Maintenance staff. Completes performance evaluations for the Maintenance, Highway, HVAC and Electrical Foremen, and Construction & Maintenance Technical Assistant and any related positions. |

QUALITY CONTROL: Inspects work of Foremen and their crews at any/all locations of the facility to ensure efficiency and quality of work and that all safety procedures are being adhered to. |
8. |
SAFETY: Works with the Maintenance Foremen, Highway Foremen, HVAC Foremen and Electrical Foremen on initiating the DRPA safety program. Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment. |

CROSS FACILITY COORDINATION: Meets and works regularly with the Construction & Maintenance Managers from the other three bridge facilities to coordinate projects, scheduling and general policies related to the operations of the Construction & Maintenance Departments and coordinates regularly with Fleet Department management for vehicle and equipment needs. |

ALLOCATIONS: Oversees the use, movement and transfer of all equipment and staff between bridge facility work groups and the assignment of Foremen to specific projects.

POLICIES / PROCEDURES: Implements policies and procedures with the staff to ensure compliance with Authority’s by-laws, resolutions and policies and State & Local regulations, pertaining to construction and maintenance. |

UNION CONTRACT ISSUES: Hears grievances to ensure proper labor relations and remain in compliance with the contract between the DRPA and the represented Union. |
13. |
OPERATIONAL TECHNOLOGY: Assists the Bridge Director in the development and implementation of technology relevant to construction and maintenance activity including but not limited to asset management, work order and task management, and Authority-wide business operations (ie. SAP) and the continuous improvement and updating of those technologies. |

This is a safety sensitive position and is subject to all provisions of the DRPA/PATCO’s Substance Abuse Testing and Control Policy including random drug testing and periodic physical testing requirements and the federally mandated CDL Drug and Alcohol random testing requirements.

EDUCATION/TRAINING/EXPERIENCE |
Required:
10 years of experience in the area of construction and maintenance related to a bridge facility and exposure to or work with the following trades: Electrical, HVAC & Plumbing, bridge maintenance (rigging, welding, carpentry, etc.), heavy equipment operation and roadway surface and property grounds maintenance.
