Basic Purpose of Position: |
Under the direction of the Director, Homeland Security & Emergency Management this position has responsibility for various functions including the development, coordination, management, implementation and evaluation of high-priority, and often security sensitive projects and initiatives on an organization-wide basis; planning and development of various plans, policies and procedures to enhance the Authority’s Homeland Security/Emergency Management Department, additional professional and/or managerial duties are required. |

Major Responsibilities and Duties
DESCRIPTION OF TASK |

1. |
Work collaboratively with staff, consultants and other organizations to assist in achieving the Authority’s goals and objectives. |
2. |
Lead teams of staff and consultants in completing security sensitive projects; identify and evaluate project opportunities; and manage individual projects to ensure that goals, objectives and deliverables are achieved. |
3. |
Exercise due diligence in developing security programs to include all-hazard risk assessments, risk mitigation, emergency management, recovery and business continuity. |
4. |
Work closely and coordinate with DRPA Public Safety, federal, state and local partners with emerging threats to our facilities or critical infrastructure and ensure decision makers are adequately informed to address any vulnerabilities. |
5. |
Perform on-site physical security audits and develop internal and external security check lists and make recommendations for improvement where necessary. |
6. |
Direct staff resources/personnel and external consultants/contractors as required. |
7. |
Serve as liaison between Authority and all Federal, State and local agencies that would assist in preventing, detecting, protecting, responding to, and recovering from any terrorist activity and all hazardous events. |
8. |
Represent Authority in all regional efforts to plan and prepare for all terrorist attacks and all hazard emergencies through planning and/or participating in regional tabletops, drills and exercises. |
9. |
Work together with engineering staff to develop and implement a program for monitoring contractors for compliance with project specific security plans and regulatory compliance. |
10. |
Work with project consultants to ensure contractors are in full compliance with terms and conditions of security plans, policies and procedures submitted at pre-construction meetings. |
11. |
Work with PATCO Management to ensure that the Security Emergency Preparedness Plan (SEPP) is reviewed, revised, and comply with FTA Federal Regulations. |
12. |
Audit security plans for all three DRPA business lines (Transit Sector, Maritime Sector, and Bridges, Highway and Tunnel Sector). Revise plans to ensure regulatory compliance. |
13. |
Plan, develop and participate in the development of the Authority’s strategic business plan, organization management audit, master plan, capital plan and operational budget as required, and assist with various elements related to Compact compliance. |
14. |
Conduct special assignments under the general direction of the Director, Homeland Security & Executive Management and submit related reports and findings, Summary Statements and Resolutions for Committee and Board meetings as required. |
15. |
Assist in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment. |
16. |
Performs other related duties as required and assigned. |
