Basic Purpose of Position:  

The position of Track Foreman is responsible for directly supervising the Track Mechanics, Track Inspectors and Groundskeepers in the maintenance of all track structures including rail, ties, ballast, sub-ballast, rail fastening systems, special track work for mainline and yards, subway tunnels and yard facilities. This position is also responsible for paving and cleaning parking lots, grounds maintenance and snow removal relating to all facilities of PATCO. This position supervises the inspection and record keeping related to the preventive maintenance necessary to meet safe track standards in accordance with PATCO Standard Operating Procedures, APTA and other related National Standards for Rail Transit.

Major Responsibilities and Duties

 

DESCRIPTION OF TASK

1.

Supervises all construction and maintenance on transit track structures including rail replacement, tie replacement, miscellaneous track hardware replacement, special track work items, ballast, sub-ballast, subgrade, drainage and all other track related items as well as paving and cleaning operations in parking lots.

2.

Supervises all grounds maintenance functions as well as snow removal activities throughout the line.

3.

Operates various pieces of heavy equipment used in the performance of track maintenance activities and assist in the training of operators for this equipment.

4.

Assists the Managers in the scheduling of maintenance projects and the determination of personnel requirements for these projects.

5.

Assists the Managers in the identification and requisition of the materials necessary to perform maintenance activities in a timely fashion and assists in the planning, measurement and layout of maintenance projects.

6.

Performs the necessary record keeping to provide payroll documentation, project schedules, material requirements, disciplinary actions, conformance with SOP requirements and all other necessary documentation for facilities maintenance under his or her direct supervision.

7.

Administers PATCO policies, rules, regulations, directives and guidelines as they pertain to the operations, personnel and facilities under his or her supervision.

8.

Assures job proficiency and safe work habits of each subordinate through reviews of performance, instruction and disciplinary action when necessary. Plans, delegates and monitors completion of tasks and special projects. Recommends hire, review, train, motivate and counsel staff reporting to position.

9.

Ensures that PATCO policies, rules, regulations, directives and guidelines, as they pertain to operations, personnel and facilities of the track group are followed. As supervisor of the group, the Track Foreman is responsible for assuring compliance with policies, rules, regulations, directives and guidelines.

10.

Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment.

11.

The individual for this position will perform other related duties as assigned.

EDUCATION/TRAINING/EXPERIENCE

Required:

  • High school education, preferably from a vocational school, or equivalent, WITH additional course work in track maintenance, mechanical maintenance or equipment maintenance.
  • Associate’s Degree in Civil or Mechanical Technology, or a related field; or minimum of one (1) years’ experience supervising railroad track maintenance or minimum of two (2) years’ of experience as a track mechanic for a rail transit property or Class 1 railroad or 4 years’ experience as journeyman maintenance worker or signal maintainer complete with a full awareness of the hazards and safety precautions for work around high speed electrified rail system.  Three (3) years of this experience must be on a rail transit property or Class 1 railroad.
  • Experience reading and interpreting blueprints or other construction drawings.
  • Experience operating and having working knowledge of safe operating parameters for small and heavy equipment used to perform all maintenance and construction activities on the above referenced facilities.
  • Must pass a proficiency examination covering track related items and successfully complete the Basic Principles of Track Maintenance module as presented by the Railway Educational Bureau within the first six months of employment.
  • This position requires a current Commercial Driver’s License (CDL) Class A with air brakes from the state of New Jersey, Pennsylvania or Delaware. Applicants who lack the appropriate CDL at the time of application, but who otherwise are deemed qualified for the position may be considered. If the selected candidate does not have the appropriate CDL at the time of selection, he or she must obtain said CDL within the orientation period. Failure to provide proof of the CDL, which is required to perform the essential duties of the job, for any reason within six (6) months from the candidate’s date of hire will result in the immediate termination of employment.
