Basic Purpose of Position:  

The position of equipment Mechanical Foreman is responsible for assuring availability of safe and service ready equipment.  This position is responsible for directly supervising the structural/mechanical maintenance personnel in the inspection, repairing, troubleshooting and maintenance of transit car mechanical systems along with directly supervising daily/monthly cleaning of interior/exterior rail cars.  This position supervises the inspection and record keeping related to the preventative maintenance of transit car mechanical systems necessary to meet safety standards in accordance with PATCO Standard Operating Procedures, APTA and other related National Standards for Rail Transit.

Major Responsibilities and Duties

 

DESCRIPTION OF TASK

1.

Plans and assures work flow through management of personnel and facilities.

2.

Assigns daily work to personnel directly reporting to this position.

3.

Provides subordinates with guidance, orientation and technical support. Plans, delegates and monitors completion of tasks and special projects. Recommends hire, review, train, motivate and counsel staff reporting to position.

4.

Monitors the work for correctness and completeness.

5.

Compiles and reviews work records to control the continuity and effectiveness of the work produced. Enters work records in management information system.

6.

Administers PATCO policies, rules, regulations, directives and guidelines as they pertain to the operations, personnel and facilities of the Equipment Department.

7.

Assures the job proficiency and safe work habits of each subordinate through reviews of performance, instruction and disciplinary action when necessary.

8.

Supervises the inspection and record keeping related to the preventive maintenance on electrical and electronics systems necessary to meet safety standards in accordance with PATCO Standard Operating Procedures, APTA and other related National Standards for Rail Transit.

9.

Performs on call duties when assigned as part of management on call rotation.

10.

The individual for this position assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all regional personal protective equipment.

11.

Performs the necessary record keeping to provide payroll documentation, project schedules, material requirements, disciplinary actions, conformance with SOP requirements and all other necessary documentation under his or her direct supervision.

12.

Perform other related duties as assigned.

EDUCATION/TRAINING/EXPERIENCE
Required:
  • High school diploma or General Education Degree (GED) preferably from vocational school with coursework in electronics.
  • Four (4) years’ experience in applied equipment/mechanical theory.
  • Must have eight (8) years additional work experience as a journeyman equipment mechanic, three (3) years of which must be on a rail transit property or Class 1 railroad.
Desired:
  • Two (2) years supervisory experience or previous auxiliary supervising experience.
  • Must be familiar with the Collective Bargaining Agreement between the Port Authority Transit Corporation and Teamsters Local 676.
  • Associate’s degree in the field of Mechanical Technology or related field; OR certificate from an accredited technical school.
  • Exposure to Programmable Logic Controllers and networked systems.

OTHER COMMENTS

Position supervises a group of twenty one individuals, consisting of five different crafts.  Included in this group are Equipment Mechanics, Welders, Machinists/Toolmakers, Shop Maintenance personnel and custodians.  Some individuals are spread throughout the system.  These subordinates work 7 days a week with various duty hours, they are on property from 0400 to 2000 depending on the day of the week.
