Basic Purpose of Position: |

Provides a variety of operational functions to direct and monitor personnel to maintain safe and efficient transportation of patrons during normal and abnormal conditions |

Major Responsibilities and Duties
DESCRIPTION OF TASK |

1. |
Monitors the performance of trains and Train Operators via radio transmissions, phone conversations and direct observations. Observes and monitors Train Operators reporting for work to determine the fitness for work. Oversees the activities of Train Operators to ensure train movements in a safe and efficient manner. |
|
2. |
Creates PATCO train schedules and timetables by analyzing passenger statistics and trends to properly transport passengers efficiently |
|
3. |
Assigns on a daily and weekly basis Train Operators on the Extra Board, ensuring all scheduled work assignments are filled including personal holidays, vacation days and sick days. |
|
4. |
In conjunction with the Dispatcher, jointly controls the distribution of electrical power provided by Lindenwold Substation to all rolling stock and PATCO facilities within Lindenwold Terminal Building and yard limits. |
|
5. |
Ensures compliance with Operating Rules, Bulletins, Notices, Procedures and Special Operating Instructions governing the safe and efficient operation of PATCO trains. |
|
6. |
Creates and maintains manpower requirements per Departmental guidelines and the Teamsters’ Union Agreement. |
|
7. |
Documents and disseminates information relating to failures of car and wayside equipment and incidents to the appropriate departments. |
|
8. |
Documents and disseminates information relating to Train Operator Rule adherence, Safety Observation, Operating Checks and Rules Checks as prescribed by departmental procedures. |
|
9. |
Assists in maintaining a safe and secure work environment by participating in required training recognizes and reports hazards, suspicious activities while using all required personal protective equipment. |
|
10. |
Responsible for all paperwork pertaining to Train Operators on a daily basis. |
|
11. |
Responds to problem situations for stabilization, becomes the liaison between the Dispatcher and emergency response agencies (internal/external) and aids in the subsequent restoration of normal service. |
|
12. |
Checks, monitors and verifies the movements on or about PATCO’s tracks, including high speed trains, patrons and employees, assuring the safe and efficient transportation of patrons during normal and abnormal conditions. |
|
13. |
Checks and verifies that personnel from other departments and/or outside agencies working in or about PATCO’s right-of-way are doing so in accordance with PATCO’s Rules and Regulations. |
|
14. |
Makes necessary recommendations to adjust scheduled capacity requirements during scheduled/unscheduled interruptions, so as to inconvenience the smallest number of PATCO patrons. |
|
15. |
Operates a monthly trip in Revenue Service as well as operating a train in emergency situations. |
|
16. |
Schedules a roster of over 50 Train Operators for normal work assignments, holidays, & special events. |
|
17. |
Coordinates track work with different departments on a daily basis to ensure proper maintenance of railroad. |
|
18. |
Creates train schedules and operational plans for all special events that impact PATCO. |
|
19. |
Compiles and analyzes all PATCO passenger statistics including ridership numbers, train schedule performance and mileage. |
|
20. |
Prepares weekly, monthly, quarterly, and annual statistical reports for PATCO/DRPA management and for the Federal Transportation Administration – National Transit Database. |
|
21. |
Trains, supervises, and schedules personnel working in the Traffic Checker position while ensuring all passenger counts are up to date for all shifts. |
|
22. |
Improves workplace processes through the use new technologies and digitalization of forms. |
|
23. |
Performs other related duties as required and assigned. |
