Basic Purpose of Position:  

Assist with the execution of a complex capital program with limited resources and conflicting priorities and is able to work with various departments to match solutions with the current and future needs of the Engineering Division. Assist in managing the business and financial activities of the Engineering Division. Maintains files of Engineering records and plans.

Major Responsibilities and Duties

 

DESCRIPTION OF TASK

1.

Works with staff on projects to ensure that Engineering and Authority needs are met with respect to time, cost, improved efficiency, and business value. Assists with the tracking of the DRPA’s capital program and project schedules and provides status of each project’s financial condition by monitoring expenditures on a monthly basis through the use of relevant program/project management software, development of detailed spreadsheets and analysis of data.

2.

Assists in the creation and assembly of the yearly DRPA/PATCO Capital Budget, five-year program, long-range capital programming (10-20 years out), and the Engineering Operating Budget. Fields requests from external departments, reviews Biennial reports and studies, and determines feasibility and priority of capital projects based on internal and external restraints such as system capacity, funding, and manpower.

3.

Oversees a Quality Assurance/Quality Control program for capital projects. Responsibilities will include QA/QC and constructability review of plans and specifications prior to approval by Chief Engineer, review of the QA/QC program itself, and identification of proposed changes to improve the QA/QC program on a regular basis.

4.

Assists and represents the Engineering Division’s interests in the implementation of Asset Management, SAP ERP system, GIS, and other Authority-wide projects. Duties include the tracking and management of Authority real estate utilizing a Geographical Information System (GIS) as well as supporting Engineering in the DRPA Asset Management Program, specifically in asset organization, inventory tracking, condition assessment evaluations, and integration of Capital Projects. Develops RFP’s, reviews internal processes, and develops new SOPs as needed.

5.

Works within the SAP ERP environment to maintain master data for contractors and consultants, create requisitions, and process invoices. Works with Finance Department to determine key performance indicators, analyze and improve processes, and implement industry best practices.

6.

Coordinates with Grants Division and Finance Division to track FTA project expenditures and to identify new projects that may be eligible for FTA funding. Reviews FTA-funded projects to ensure that project files contain the proper documentation (i.e. change orders contain third-party estimate, justification for change order, etc.) and assists Contracts Administration Division in FTA triennial reviews.

7.

Works with Legal department and Project engineers to create and maintain Project Labor Agreements for capital construction projects. Use construction related experience to develop project specific labor agreements to allow for project delivery in a timely and cost-effective manner. Develops emergency contracts and consultant/contractors’ agreements as needed.

8.

Tracks Program Management and General Consultant agreements. Provides additional reporting and dashboards for presentation to DRPA executives and board level committees.

9.

Works with IS Department to modernize Engineering processes to increase work efficiencies. Continually reviews current processes for opportunities to increase efficiency and transparency in the business unit. Plans and runs working group sessions with consultants, contractors, and industry organizations to determine industry best practices. Reviews current and suggested technology solutions and provides detailed reports on the impact of their implementation on the business unit.

10.

Serves as a liaison between the Engineering Division and staff at the bridges and PATCO facilities to determine and resolve priority, scheduling, and resource allocation issues.

11.

Assists in managing requests for Authority property use and access such as parking lots, renting space and leases. Works with bridge operations, legal department, and finance department to determine feasibility. Works with legal department to develop right-of-entry agreements and determine potential impacts to authority’s capital improvement program.

12.

Electronic Records Management – maintains the database of the Engineering Division’s complete file of drawings, specifications, and as-built records in support of design, construction, inspection, real estate records management and NJ One-Call functions for all DRPA facilities.

13.

Provides assistance to the Program Manager in strategic planning for the Engineering Division and works with management to ensure that departmental planning efforts align with Authority’s objectives. Assists in the maintenance and review the Engineering Standard Operating Procedures to ensure adherence to industry’s best practices and increase work efficiencies. Schedules training sessions with Engineering Division as necessary. Prepares business cases, feasibility studies, and cost/benefit analyses using Lean and/or Six Sigma methodology for new projects.

14.

Assists with the implementation of the Energy Management Program to improve the environmental impact of the Authority’s operations. Determines feasibility of energy saving projects including renewable energy and/or energy efficient technologies, establishes energy performance metrics at DRPA and PATCO facilities, outlines energy savings targets and benchmarks, and tracks utilities across the organization. Promotes an Authority-wide energy conservation program to increase awareness of energy use and opportunities for energy efficiency, specifically in capital projects. Develops scopes and manages consultants on feasibility studies, authority reviews, and project design.

15.

Prepares or assists in preparing engineering computations, estimates, surveys, and statistics.

16.

Performs other related duties as required and assigned.

EDUCATION/TRAINING/EXPERIENCE

 

Required:

  • Bachelor's degree in Engineering, Business Administration, or related field.
  • Five (5) years of progressively responsible experience in Project or Program Management including working on technical or construction projects and familiarity with project management methodology.
  • Experience in relevant software applications including spreadsheet software, word processing software, database software, GIS, SAP, and project management/scheduling applications.
  • Experience in managing small projects or exposure to the end of a project lifecycle or managing substantial parts of the project life cycle.
  • Experience with energy management and/or energy-efficient programs and projects.
  • Knowledge of project management tools and techniques.
  • Possess excellent analytical, organizational and communication skills

 

Desired:

  • Master’s in Business Administration or Engineering Management.
  • Program / Project Management Professional Certification.
  • Lean or Six Sigma methodology experience.
  • Engineering project management software, such as e-Builder
