Basic Purpose of Position:  

Oversees all electrical infrastructure requirements for all Bridge facilities and supervises all Electrical Technicians. Maintain a safe and satisfactory environment for the employees and patrons. Plans, assigns and supervises Electrical Technicians performing maintenance and repairs of a wide variety of electrical equipment, including all underground, surface and aerial electrical equipment; power and lighting services; power generating systems and switch gears; traffic control and UPS systems, toll lanes and buildings.

Major Responsibilities and Duties

 

DESCRIPTION OF TASK

1.

Creates, plans and manages work orders using the Authority's work order management system (e.g. SAP EAM) to electronically track assignments and progress of same.

2.

Plans, assigns and supervises Electrical Technicians performing maintenance and repairs of a wide variety of electrical equipment, including all underground, surface and aerial electrical equipment; power and lighting services; power generating systems and switch gears; traffic control and UPS systems, toll lanes and buildings. Inspects facility for electrical requirements and for routine period inspections.

3.

Plans, prepares, presents and monitors daily work schedule/activities including but not limited to shift changes, overtime and relocation of personnel to ensure a smooth transfer of personnel to different projects and bridges.  Initiates and oversees work order management with asset management software.

4.

Checks on progress of assigned and contracted work and inspects for compliance and completion.  Provides instruction as necessary. Provides reports on in-house and outside contract work (cost, progress, inspection): monthly reports on projects, on-going and completed; personnel time, daily work schedules; injury records; bridge damage repair work sheets.

5.

Initiates requisitions for and inventory of materials, equipment, services, and supplies stored and used, including recommending procurement of special equipment. Sets up new product line demonstrations with vendors.  Participates in the preparation of annual budgets, (capital and operating), for materials, equipment and services to conform to budgetary and time requirements.

5.

Performs traffic management functions related to construction and maintenance projects and coordinates with Public Safety and other departments as necessary.  Implements and oversees, in conjunction with the Construction & Maintenance Manager, the safety program to formulate and enforce safety procedures and guidelines.  Performs all functions within the Construction & Maintenance Department in extreme emergencies including but not limited to weather response, accident/incident response and clean-up or special occasions.

7.

Recommends or implements the appropriate corrective action to bridge facilities, vehicles and equipment to ensure conformity with quality and safety standards.  Participates with other DRPA departments to ensure the remedy of a problem or completion of a project in a timely and economical manner.

8.

Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment.

9.

Creates  1,  5  and  10  year  maintenance  schedules  to  identify  deficiencies,  improve performance, increase efficiency or reduce costs.

10.

Hears grievances to ensure proper labor relations and ensures compliance with the contract between DRPA and the represented collective bargaining unit.  Recommends rewards, disciplines and training for all Electrical Technician personnel or other crew under his or her supervision.  Ensures compliance with policy, rules and regulations.  Conducts employee performance reviews.

11.

Involved in formulating skills and abilities test and the testing process.  Evaluates skill levels of work force and makes recommendations regarding need for technical training.  Assist HRS with reviewing employee applications for minimal qualifications for employment, participate on interview panel, and complete write-ups after interviews.  Plans, delegates and monitors completion of tasks and special projects. Provides recommendations to hire, review, train, motivate and counsel staff reporting to position.

12.

Performs other related duties as required and assigned.

 

This is a safety sensitive position and is subject to all provisions of the DRPA/PATCO Substance Abuse Testing and Control Policy including random drug testing and periodic testing requirements and the federally mandated CDL Drug and Alcohol random testing requirements.

SUPERVISORY RESPONSIBILITIES

Electrical Technician

 

EDUCATION/TRAINING/EXPERIENCE
 

Required:

  • High school diploma or general education degree (GED).
  • 12 years of general electrical experience OR four (4) years’ experience as a journeyman electrician; and; Eight (8) years of experience in the area of electrical systems, preventive maintenance related to industrial applications and/or bridge facilities; and familiarity with the following trades: heavy construction, HVAC, plumbing and industrial facility maintenance.
  • Experience with reading, interpreting and working with sketches, blueprints and specifications.
  • Experience in spreadsheet and word processing software.
  • This position requires a current Commercial Driver’s License (CDL) Class A or B with air brakes and tanker endorsement from the state of New Jersey, Pennsylvania or Delaware. Applicants who lack the appropriate CDL at the time of application, but who otherwise are deemed qualified for the position may be considered.  If the selected candidate does not have the appropriate CDL at the time of selection, he or she must obtain said CDL within the orientation period.  Failure to provide proof of the CDL, which is required to perform the essential duties of the job, for any reason within six (6) months from the candidate’s date of hire will result in the immediate termination of employment. 

 

 Desired:

  • Bachelor’s degree from an accredited college or university, trade school degree in related field or equivalent experience.
  • Class A or B CDL license with air brakes and tanker endorsement from their state of residence.
  • Experience in Fiber Optics
  • At least 2 years supervisory experience
  • At least 5 years’ experience in traffic management at a toll facility related to construction and maintenance projects.
