Proposal Management
As a critical member of the Core4ce Growth Team, the Senior Proposal Manager will contribute to the growth of new and retention of current business through the development of winning proposals through an end-to-end proposal management process inclusive of directing both internal and external resources. This senior position will be responsible for leading teams in capturing, managing, and winning large proposals (>$100M) and new IDIQ/GWACs within DoD, Intelligence, and Federal Civilians communities. The Senior Proposal Manager will be involved and provide input at all stages of the BD, capture, and proposal process. This position is a highly visible role that works closely with Executive leadership, executives, capture professionals, and operations/delivery management and personnel. Duties are performed within a team environment with a focus on quality, excellence, and timeliness.
Responsibilities
· Manage large scale, complex proposals including technical, cost, and other proposal volumes for Defense and Other Federal customers by developing and ensuring the timely submission of high quality, RFP-compliant and compelling proposals that can win in collaboration with large capture and proposal teams
· Provide leadership and direction to cross-functional teams, including schedule management, compliance oversight, writing instructions and team guidance, and final production oversight.
· Expected to partner with Capture Managers to develop key messages and win themes, finalize solutions, and analyze the competition.
· Work collaboratively with capture, proposal teams, business partners, functional teams, and operational organizations throughout the procurement cycle.
· Responsible for maintaining and improving proposal tools and processes and mentoring proposal team members.
· Perform all Proposal Managers duties listed below:
o Manage active proposal efforts. Coordinate resources and working in alignment with Capture Managers in the development and submission of compliant proposals.
o Lead and manage proposal development for Pre-Proposal Phase through Post Submission/Evaluation Phase for written, video, orals, and/or demonstration proposals.
o Lead and manage the overall proposal development process from Pre-Proposal Phase through Evaluation Phase
o Lead and/or support proposals in multiple roles
o Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)
o Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions
o Writing or enhancing proposal content, to include but not limited to management approaches, transition plans, past performance citations, resumes, and quality plans.
o Editing content written by others.
o Responsible for compliance with solicitation.
o Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents
o Develop compliant templates, draft outlines, develop compliance documents and reviews, and perform technical editing if necessary.
o Responsible for ensuring the on-time preparation of all materials for color reviews in accordance with Core4ce proposal processes, procedures, and expectations.
o Facilitate reviews and tech sessions (e.g., Black Hat, Blue, Pink, Red Team, Storyboards) and make ongoing recommendations to ensure compliance and increase proposal scorability.
o Facilitate and participate in collaborative sessions to define and refine win strategy, competitive assessments, and customer pain points or hot buttons.
o Ensure development and distribution of appropriate proposal-related documentation, including compliance matrices, adherence to style guides, annotated outlines, proposal schedules, writing guidance, and kick-off presentations.
o Oversee development of high quality, high impact artwork and graphics for proposals
o Collaborate with executives, management teams, functional units, BD personnel, stakeholders, partners, and subject matter experts to provide proposal leadership, support, and overall direction
o Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission
o Establish and maintain communications among geographically dispersed proposal teams, including subcontractors, using collaborative tools such as SharePoint, Teams, and other applications as necessary.
o Manage multiple proposal tasks with, at times, rapid turnaround deadlines
o Support other business development professionals (e.g., editorial support, volume management, review participation) when necessary as part of an “all in” team approach to capture and proposal organization
o Support other Proposal preparation activities and documentation (e.g., content databases, SharePoint library management) as needed.
Requirements
· 10+ years’ experience managing multi-volume proposals that have resulted in Federal prime-contract awards with values in excess of $100M.
· Experience with leading Full and Open complex proposals in the DoD, Federal Civilian, and Intelligence Community sectors.
· Must work well under pressure and meet deadlines.
· Experience managing a team of proposal managers and analysts in support of multiple on-going proposals.
· Strong business acumen, with willingness and ability to learn additional technology tools and skills.
· Excellent organizational and time management skills.
· Excellent verbal and written communication skills.
· Ability to prioritize and manage a number of projects simultaneously; able to be hands-on as well as strategic.
· Must exhibit a positive attitude, professional behavior, and cooperative demeanor.
· Communicate effectively with both senior executives and all ranges of proposal team members and contributors, as well as teaming partners.
· Strategic thinker with the ability to make the complex simple.
· Strong interpersonal skills and the ability to interface with all levels of management; ability to project a confident leadership image to peers, subordinates and executive management.
· Experience with Microsoft SharePoint Administration
· Exceptional skills in Microsoft Word.
· Experience with Desktop Publishing
· 10% travel possible

· Experience leading oral proposal presentation development.
· Clearance eligibility is strongly preferred.
