Core4ce is seeking an experienced Change Management Specialist to support the Integrated Healthcare Transformation (IHT) initiative within the Veterans Health Administration (VHA). This role is responsible for planning, coordinating, and executing change management activities that facilitate the successful adoption of organizational, operational, and technology transformations. The successful candidate will apply industry-leading change management methodologies to help stakeholders navigate change, minimize disruption, and maximize user adoption and organizational readiness across complex healthcare environments.
Responsibilities:
- Develop and execute comprehensive change management strategies and plans to support organizational, programmatic, and project-level initiatives.
- Perform change management assessments to evaluate organizational readiness, stakeholder impacts, risks, and adoption challenges.
- Develop and maintain change management deliverables, including communication plans, stakeholder engagement plans, training plans, coaching plans, readiness assessments, and resistance management plans.
- Support the implementation of major organizational and technology initiatives by ensuring change activities are integrated into project and program plans.
- Identify, assess, and manage anticipated resistance to change and develop mitigation strategies to support successful adoption.
- Design and implement communication strategies that effectively inform and engage stakeholders at all organizational levels.
- Partner with leadership teams, project managers, and business stakeholders to align change activities with organizational goals and objectives.
- Support senior leaders and managers in their roles as change sponsors and advocates.
- Conduct stakeholder analyses and develop engagement approaches that address stakeholder needs, concerns, and expectations.
- Assist with organizational design efforts, including role definition, responsibility alignment, and workforce transition planning.
- Develop and facilitate workshops, training sessions, and change readiness activities to prepare users for upcoming changes.
- Monitor change adoption, measure effectiveness, and evaluate organizational readiness throughout the implementation lifecycle.
- Define and track success metrics, key performance indicators (KPIs), and adoption measures to assess the impact of change initiatives.
- Track, manage, and report change-related risks, issues, and dependencies to program leadership.
- Support organizational transformation and culture change initiatives that promote sustainable adoption and continuous improvement.
- Collaborate with healthcare, operational, technical, and executive stakeholders to ensure successful change outcomes.

Qualifications:
- Bachelor's degree in Business Administration, Organizational Development, Healthcare Administration, Human Resources, Communications, Psychology, or a related field.
- Must be able to obtain and maintain a Public Trust clearance for this role.
- Minimum of 6 years of experience supporting organizational change management, business transformation, program implementation, or related initiatives.
- Demonstrated experience applying structured change management methodologies to organizational and technology transformation efforts.
- Experience developing and implementing communication, training, stakeholder engagement, and organizational readiness plans.
- Experience conducting change impact assessments, stakeholder analyses, and readiness evaluations.
- Strong understanding of organizational change principles, transition management, and user adoption strategies.
- Proven ability to identify, assess, and mitigate change-related risks and resistance.
- Experience supporting executive leaders and management teams during periods of organizational change.
- Strong facilitation, presentation, communication, and stakeholder management skills.
- Experience integrating change management activities into project and program management frameworks.
- Ability to define, measure, and report on change adoption metrics and organizational readiness indicators.
- Strong analytical and problem-solving skills with the ability to manage multiple priorities in a dynamic environment.
Preferred:
- Prosci Change Management Certification.
- Experience applying Prosci methodologies and tools within large-scale organizational transformation initiatives.
- Experience supporting change management efforts within a unionized workforce environment.
- Experience working within healthcare, healthcare technology, or clinical operations environments.
- Experience supporting Veterans Health Administration (VHA), Department of Veterans Affairs (VA), or other federal healthcare organizations.
- Familiarity with Agile and SAFe methodologies and their impact on organizational change initiatives.
