COLSA Corporation is seeking a Capture Manager, Eglin Strategic Growth to drive expansion of COLSA's presence in the Eglin Air Force Base market. This role will lead capture management, business development, customer engagement, and strategic growth across COLSA's existing portfolio and targeted opportunities while identifying new and adjacent markets aligned with COLSA's capabilities. A key area of focus will be leveraging aerospace and defense manufacturing experience and industry relationships to help expand COLSA's presence in the uncrewed and autonomous systems market in the Eglin AFB area.

The position will also provide local program leadership and oversight for COLSA's Eglin-area programs and workforce, supporting coordination across program execution, customer relationships, and business growth.

This position requires current residency in the Eglin AFB, Florida area and the ability to work from COLSA's local office as needed. Travel to COLSA's Huntsville, Alabama headquarters and other customer, partner, and industry locations is required as needed.

Capture Management & Strategic Growth

  • Identifies, researches, qualifies, and develops new and adjacent business opportunities aligned with COLSA's capabilities and strategic growth objectives.*
  • Leverages aerospace and defense manufacturing experience and industry relationships to identify growth opportunities, with particular focus on the uncrewed and autonomous systems market.*
  • Develops and executes capture strategies, including customer engagement, competitive positioning, teaming, solution development, and win strategies.*
  • Develops and maintains relationships with Government customers, industry partners, prime contractors, and subcontractors to identify emerging requirements and new business opportunities.*
  • Conducts customer, market, opportunity, and competitive research to support opportunity qualification and pursuit decisions.
  • Maintains awareness of existing programs, customer priorities, acquisition activity, and emerging requirements to identify opportunities for contract growth, follow-on, and adjacent business.
  • Leads capture and pre-proposal activities in coordination with corporate leadership, technical teams, program management, pricing, contracts, and other functional organizations.
  • Develops teaming strategies and strategic partnerships in support of targeted opportunities.
  • Prepares and presents Capture Planning Reviews (CPRs), opportunity assessments, recommendations, and capabilities briefings to executive leadership.
  • Participates in meetings and briefings with prime contractors, military and civilian Government personnel, and other stakeholders to understand customer requirements, priorities, and future opportunities.
  • Represents COLSA at customer meetings, industry events, trade shows, conferences, and other engagements supporting capture and strategic growth objectives.
  • Leads and supports proposal development activities, including data calls, proposal writing, solution development, and technical, management, and pricing reviews.
  • Provides updates and recommendations to senior leadership regarding customer engagement, capture activities, pipeline development, and strategic growth.

Local Program Leadership & Oversight

  • Provides local leadership and oversight for COLSA's Eglin-area programs and workforce.*
  • Supports coordination across Eglin-area efforts, working with program leadership, task leads, local administrative support, and corporate functions as applicable.*
  • Promotes communication and collaboration across Eglin-area programs, employees, customers, and COLSA corporate leadership.
  • Supports local customer, employee, and leadership engagements.
  • Performs other duties as assigned.

Required Experience

Required Qualifications

  • Bachelor's degree in business, engineering, management, or a related field.
  • Minimum of 10–15 years of related experience.
  • Demonstrated track record of successfully growing and winning DoD business across relevant technical and professional services markets, including engineering, acquisition, test and evaluation, and related services.
  • Demonstrated knowledge of the Eglin AFB defense market, including its acquisition environment, industry landscape, customer priorities, and emerging opportunities.
  • Experience in aerospace and defense manufacturing environments.
  • Experience with federal IDIQ and other contract vehicles supporting the Eglin/DoD market, such as TMAS, EPASS, OASIS, EXPRESS, ASTRO, GSA, or similar vehicles.
  • Demonstrated experience leading capture efforts from opportunity identification and qualification through proposal development, including customer engagement, competitive positioning, teaming, solution development, and win strategy.
  • Demonstrated leadership experience across programs, projects, personnel, and/or cross-functional teams.
  • Excellent written and verbal communication skills, with demonstrated ability to develop and deliver executive-level briefings, presentations, recommendations, and written materials.
  • Proficiency with Teams, SharePoint, PowerPoint, Excel, GovWin IQ, SAM.gov, or similar platforms used for collaboration, market research, capture, and business development.
  • U.S. Citizenship required; ability to obtain and maintain a DoD Secret security clearance.

Preferred Qualifications

  • Master's degree in business, engineering, management, or a related field.
  • Experience with uncrewed aircraft systems (UAS/sUAS), autonomous systems, or related technologies.
  • Established industry relationships supporting growth in uncrewed and autonomous systems or adjacent aerospace and defense markets.
  • Active DoD Secret security clearance.
  • Project Management Professional (PMP) certification.

Salary Type

Annually

The salary range, if referenced, represents a good faith estimate. COLSA considers various factors when determining base salary offers, but not limited to, location, the role, function and associated responsibilities, a candidate’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.
