COLSA is currently seeking a Senior Acquisition Program Test & Evaluation Specialist to join our team at Eglin AFB, Florida.
- Provide T&E technical and engineering support by documenting the review, test concept development, test methodology development, test plan development, test execution, and test reporting, data reduction and analysis, and end-user operational testing.
- Utilize and apply Design of Experiments methods to plan and conduct test programs.
- Prepare (or advise others in the preparation of) criteria, computation/analyses, specifications, cost estimates test plans, and technical reports in the specific area of technical expertise.
- Select and apply engineering techniques and procedures to analyze and evaluate specific problem, data, or other features of the work which are broad in scope and complexity.
- Review and evaluate the quantity, quality, and overall adequacy of results and conclusions drawn from accomplishment of test engineering tasks.
- Develop new and innovative approaches to problems encountered, and accomplish assigned tasks with efficiency, timeliness, and thoroughness.
- Evaluate the configuration, capability, and operational relevance of test environments and ensure they are properly available for the thorough testing of software releases (e.g. fault insertion/fault identification).
- De-conflict schedule conflicts between multiple releases, providing high quality analysis and recommendations to the program test lead
- Conduct systems architectural analyses to include system design/design feasibility and state-of-the-art assessment.
- Divide mission tasking (requirements) or a system concept into the basic building block activities (functions) that must be done and the associated time frame to do the job assigned or envisioned.
- Compare the ability of existing and/or derivative existing systems to meet mission needs/requirements.
- Define technical performance/high risk tasks which will be important to measure and control during the course of a development effort.
- Plan the integration of existing engineering technology into systems.
- Plan and execute various forms of technology transfer projects, including Cooperative Research and Development Agreements (CRADA), license and/or patent agreements, testing agreements and technical consulting.
- Assess mission needs and current armament capabilities and deficiencies to determine relative importance and potential payoff of current and proposed statements of technology need.
- Identify potentially high payoff and technology-deficient areas to emphasize the more important technology developments for potential contribution to future armament capabilities.
- Support AoAs for aircraft, cruise missile and weapon systems, in compliance with applicable criteria of DoDD 5000.01, DoDI 5000.02 and Office of the Assistant Secretary of Defense (Program Analysis and Evaluation) guidelines.
- Translate DoD user requirements into system requirements for designing, developing, testing and evaluating systems and subsystems.
- Maintain the overall system design baseline (architecture and interoperability requirements).
- Perform reviews, studies, audits, evaluations and analyses and provide technical recommendations to the Government.
- Review and analyze proposals or modifications for technical feasibility, compatibility and cost effectiveness.
- Conduct engineering performance, effectiveness, cost effectiveness, cost performance, life cycle cost, producibility, reliability and maintainability, risk and scheduling trade-off studies.
- Develop monitor, evaluate, and execute systems test plans (such as test and evaluation master plan) and participate in the conduct of system, subsystem and component testing.
- Conduct analyses of industrial base capabilities and capacities for support of armament and munitions system development and acquisition.
- Conduct and evaluate time and engineering cost estimates in support of research, development, test, training and acquisition of armament related systems.
- Prepare and review program peculiar specifications for items, processes and materials.
- Advise and assist with weapon system contractor-related source selection tasks, to include but not limited to, recommending evaluation areas, factors, sub-factors, elements and criteria; developing and administering source selection documentation; developing, reviewing and finalizing reports, summaries, memorandums and briefings necessary to the source selection process; analyzing and reviewing proposals in a non-decision making role as an advisor (not an evaluator); and preparing responses to the proposals.
- Develop, prepare, review, and integrate selected milestone review documentation, periodic reports, and certifications as identified in DoDI 5000.02 and AF Supplement 1, and recommend and prepare changes.
- Implement and execute model based systems engineering.
- Engineering Products: Develop munition or subsystem proposal technical trade studies and other documentation for integration, upgrade, and modification efforts. Additionally, aircraft integration will be included. Provide independent analysis of system readiness for production and risk management.
- T&E Products: Develop Test and Evaluation Strategies (TES); Integrated Test Team (ITT) Charters; Test and Evaluation Master Plans (TEMPs); and other unique T&E products as needed.
- Provide FMS case management support.

Required Experience
Must have one of the following combinations of education and experience:

- Bachelors Degree (or Higher) and 15 years of relevant experience OR
- Associates Degree and 20 years relevant experience
- Prior Test & Evaluation (T&E) planning, execution oversight, and analysis experience in a DoD acquisition environment
- Active Top Secret security clearance
- U.S. Citizenship required
