Provides expertise & management of application portfolio for shared financial, procurement, HR and Enterprise Service Desk IT applications enabling mission success for NASA’s aeronautics, human space operations, and deep space exploration lines of business.
Principal Duties and Responsibilities (*Essential functions)
- Presents subject matter and technical ServiceNow experience, and applied technical experience supporting agile scrum development, ongoing operations, and management of a ServiceNow instance.
- Establishes procedures and standards that optimize NSSC application and web site planning, architecture, design, development, integration, security and business continuity.
- Supports government with identifying the strategic direction the NSSC application portfolio should pursue to support the various lines of business - LOB (e.g., Human Resource, Procurement, Finance, and Enterprise Services) that positions the NSSC to meet customer requirements, promote consumer confidence and position the NSSC for future growth in the referenced business units.
Focus Areas:
- IT Application Project Planning and Management - assist in planning and managing complex IT projects involving interrelated disciplines and multiple stages of the systems development life cycle. Integrate systems analysis, software development, database administration, and customer support into the project plan.
- Systems Analysis - analyze system requirements in response to Federal, Agency, and NSSC IT policy and standards changes, business requirements, operations incidents, risks, and costs.
- Application Portfolio Management - manage the NSSC IT Application Portfolio and produce relevant deliverable products.
- IT Policy/Guidelines/Work Instructions Development and Governance - develop directives for NSSC implementation of Agency and Federal policy changes that affect NSSC Applications. Analyze statutory requirements against existing NSSC directives to assess the degree of change necessary to comply with new requirements.
- Business Continuity - lead NSSC IT application and web site contingency planning, activation, execution, and disaster recovery activities.
- IT Governance and IT Service Support - support NSSC IT governance by instituting ITIL, CMMI-DEV, and Agile Scrum goals and practices, assisting in the development of NSSC IT directives and business continuity plans, performing IT assessments, assist the NSSC Enterprise Architect in EA planning and managing the NSSC IT application portfolio.
- Instituting ITIL, ITSM and Agile Scrum Goals and Practices - support NSSC IT organizational process definition and implementation, performance measurement, assets and work environment standards in accordance with ITIL v3, Information Technology Service Management (ITSM) and/or Agile Scrum guidelines as applicable to the work performed.
- IT Project Life-Cycle Management - perform IT Project Life-Cycle management activities and major changes or enhancements to systems with the administration, development, integration and/or O&M Contractor Roles.
- IT Assessments - support the NSSC by assessing Cloud Service Provider (CSP) management practices and operations capabilities such as Contractor adherence to Federal, state, and local laws and regulations, National Institute of Standards and Technology (NIST), NASA policies and NSSC IT instructions, Non-Disclosure Agreements (NDA), Service Level Agreements (SLA) and Contractor Terms of Service (TOS) Agreements.
- IT Business Continuity Plans (BCP) - support NSSC contingency planning, activation, execution, and disaster recovery.
- New Business Support – Support the NSSC’s efforts to explore new business opportunities and attract new customers.

Required Experience
Required Experience:
- Bachelor's degree or higher in related field
- Minimum of 16 years of related experience to include specific experience with applications portfolio management in support of NASA
- Expert-level proficiency in ServiceNow platform
- US Citizenship Required; Must be able to undergo a background investigation for a position of NASA Public Trust
