Analyzes program activities such as acquisition cost, schedule and performance related to government contracts.  May be referred to as an Acquisition Manager on some contracts.

Principal Duties and Responsibilities 

  • Develop Business Case Analyses, acquisition milestone documents and briefings.
  • Support development of draft RFP
  • Advise and assist with development and conduct of source selection simulations and cost benefit assessments to determine optimal capability and strategy to acquire intended weapon system.
  • Assist with the planning and management of product baseline configurations to include; configuration identification, configuration control, configuration status accounting, and configuration verification and auditing
  • Assist with development of Capability Based Assessments (CBA), Initial Capabilities Documents, Capability Development Documents (CDD), and Capability Production Documents (CPD), along with associated risk assessments, briefings and coordination/staffing documentation. 
  • Maintain requirements traceability and develop required reports and analyses to facilitate updates to existing CDDs and CPDs as required by senior Government decision makers.
  • Develop Net-Ready Key Performance Parameter (NR-KPP) documentation, Information Support Plans (ISPs), Information Assurance Support Plans (IASP), Program Protection Plans (PPP), and any/all related DoDAF 2.2 (or later) architecture views.
  • Develop any and all required products at an extremely accelerated pace to support short-notice program direction where organic resources are either not yet on-board, or are insufficient to handle sudden increases in workload volume.
  • Advise and assist the Government in performing source selection tasks.
  • Assist with the development, maintenance, and updating of acquisition reports such as the Monthly Acquisition Report (MAR), Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Acquisition Program Baseline (APB), and supplemental reports.
  • Develop, maintain, and update program risk management plans
  • Manage and run Earned Value Management software and analyze other contractor’s production performance
  • Plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; formulate plans; and recommend effective strategies in meeting cost, schedule and performance objectives.
  • Support and develop acquisition reports, including statutory and regulatory reports (e.g. DAES and MAR).
  • Support and develop various briefings/schedules of program status and acquisition tasks to senior management.
  • Support program management reviews, senior level meeting/reviews and IMP/IMS reviews.
  • Support implementation and execution of Agile software development processes in concert with Government and weapon system prime contractors and suppliers.
  • Plan, evaluate and implement program acquisition strategies to meet DoD 5000.2 guidance.
  • Develop program management documentation to support all phases of the acquisition life cycle.
  • Develop briefings to support acquisition decision milestones.

Required Experience

One of the following combinations of education/experience:

    • Bachelor's degree in relevant degree field + 25 years relevant experience
    • Master's degree in relevant degree field + 15 years relevant experience
  • Active Top Secret Security clearance is required
