The purpose of this position is to perform professional and administrative engineering functions and to develop and implement programs.

Essential Duties and Responsibilities:

1. Infrastructure Design & Technical Analysis

  • Multi-Modal Design: Lead the design and technical review of municipal infrastructure, including roadways (NCDOT standards), greenways/shared-use paths (ADA compliance), and water/sewer lines.
  • Hydrology & Drainage: Develop stormwater management plans and drainage systems; perform HEC-RAS modeling to assess stream impacts and support Federal Emergency Management Agency Letter of Map Revision (FEMA LOMR) submissions.
  • Technical Studies: Conduct engineering evaluations and research as-builts to provide solutions for infrastructure repairs, geometric designs, and pavement improvements.
  • Data Integration: Interpret survey data and utilize Geographic Information System (GIS) mapping to inform design development and departmental record tracking.

2. Project & Financial Management

  • • Cost Estimation: Develop comprehensive budget requests by researching current material/labor rates and preparing detailed cost estimates.
    • Work Planning: Establish performance measurement tools and coordinate work plans to ensure projects remain on schedule and within budget.
    • Proposal Evaluation: Review and judge construction proposals for technical accuracy and adherence to project specifications

3. Regulatory & Environmental Compliance

  • Standard Oversight: Ensure all engineering drawings, technical specifications, and documents comply with Federal Highway Administration (FHWA), North Carolina Department of Environment Quality (NCDEQ), and US Army Corps of Engineers (USACE) regulations.
  • Environmental Stewardship: Navigate National Environmental Policy Act (NEPA) processes and perform field sampling to ensure environmental integration and compliance during all project phases.
  • Construction Inspection: Perform site visits and examinations of active construction projects to verify adherence to approved plans and safety codes.

4. Coordination & Communication

  • Stakeholder Liaison: Serve as the primary point of contact between field crews, office staff, city stakeholders, and regulatory agencies.
  • Public Service: Provide technical recommendations to City departments and interface with the general public to address inquiries regarding municipal projects.

  • Performs other similar duties as required.

 

Job Specifications and Qualifications:

 

Knowledge:

  • Civil Engineering Standards: Advanced knowledge of civil engineering principles, specifically North Carolina Department of Transportation (NCDOT) roadway standards, North Carolina Department of Environment Quality (NCDEQ) environmental regulations, and American Disabilities Act (ADA) compliance for pedestrian facilities.
  • Hydraulic Modeling: Proficiency in Hydrologic Engineering Center’ River Analysis System (HEC-RAS) for stream impact analysis and FEMA LOMR submissions, and HydroCAD for stormwater modeling and drainage design.
  • Design & Mapping: Mastery of AutoCAD Civil 3D for infrastructure modeling and plan production; functional knowledge of ArcGIS for spatial analysis and utility mapping.
  • Regulatory Framework: Familiarity with National Environmental Policy Act (NEPA) processes, Federal Highway Administration (FHWA) standards, and US Army Corps of Engineers (USACE) permitting.

 

Licensing and Certifications:

  • Professional Engineer (PE) license or having passed the Principles and Practice Engineering Exam in North Carolina
  • Valid North Carolina Driver’s License

Working Conditions / Physical Requirements:

  • Positions in this class require: standing, walking, sitting, talking, hearing, fine dexterity.
  • Sedentary Work: Exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.

Required Skills

  • Data Management: Expert use of Microsoft Excel for complex engineering calculations, cost estimation, and budget tracking; proficient in Word and Outlook for technical reporting and professional stakeholder communication.
  • Project Oversight: Ability to interpret survey data, conduct field inspections, and judge construction proposals against technical specifications.
  • Problem Solving: Skill in analyzing complex engineering data to recommend infrastructure repairs or design modifications.
  • Communication: Ability to act as a technical liaison between field crews, city leadership, and external contractors.
  • Preparation of Bid Documents: Calculation of project quantities, development of detailed bid tabulation and specifications.

Required Experience

Bachelor’s degree in Civil Engineering, Geotechnical Engineering, Hydrology Engineering, Transportation Engineering or closely related field from an accredited College or University, with at least three (3) years of relevant experience in the design of municipal water distribution, sewer, and stormwater lines, and transportation projects; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
