The purpose of this position is to manage, research, facilitate and coordinate economic and business development efforts across the City.
Essential Duties and Responsibilities:
- In coordination with management, develops and helps facilitate the execution of city-wide economic development goals, objectives and actions and manages the coordination and execution of development and incentive agreements.
- Manages the coordination and execution of development and incentive agreements.
- Manages the Downtown Municipal Service District (MSD) Façade Grant Program
- Promotes Concord sites during selection evaluation by providing information to companies and/or consultants, coordinating with City infrastructure departments to provide information regarding utility availability and transportation facilities.
- Coordinates with Planning departments to provide information on land use and zoning, and economic development grant policies.
- Explores and helps pursue opportunities for economic and business development by developing partnerships with the community, working with existing businesses on relocation and/or expansion plans, assisting with the recruitment and development of job creation projects, conducting surveys on market opportunities, and providing expertise on development projects.
- Manages teams on economic development projects with the goal of facilitating the recruitment and development process of companies that have been identified by City Council as priorities.
- Partners with City and County Staff within the Municipal Service District (MSD) on physical improvements and the development and implementation of downtown development goals, objectives and actions including efforts to improve business activity and downtown events.
- Manages the administration of small and large commercial property improvement projects and associated financial assistance programs.
- Assesses relevant project information; analyzes potential options and provides technical assistance and guidance to entrepreneurs and small business owners.
- Assists with establishing individual economic and community development plans by identifying opportunities for joint ventures, aiding business plans, providing advice on market conditions, and providing information on licensing, taxing, and business-related requirements.
- Monitors and evaluates the results of development surveys, studies, and policies.
- Acts as a liaison for film offices and the film industry and coordinates film agreements on behalf of the City.
- Assists Director with preparation of departmental budget.
- Oversees, and manages economic development budget units and pursues grant funding.
- Coordinates economic development efforts with the Cabarrus Economic Development Corporation
- Oversees daily operations at the City’s non-profit center including the recruitment and management of the non-profits and their staff.
- Executes leases and negotiates the master lease with the property owner.
- Assists with the negotiation of complex public-private relationships.
- Act as a liaison between property owners, businesses, City staff, and others regarding development projects and associated processes (application submissions for grants, permitting, etc.)Prepare written and oral reports for committees, commissions and the City Council.
- Manages special projects as assigned.

Licensing and Certifications:
- Valid North Carolina Driver’s License
- Possession of or ability to obtain American Institute of Certified Planners Certificate within three (3) years. Failure to obtain within three (3) years may result in termination.
- Possession of or ability to obtain NC Certified Economic Developer Program Certificate within three (3) years. Failure to obtain within three (3) years may result in termination.

Working Conditions / Physical Requirements:
- Positions in this class require: standing, fine dexterity, walking, carrying, sitting, reaching, handling, vision, foot controls, hearing, twisting, talking.
- Light Work: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.
- Incumbents may be subjected to respiratory hazards, physical hazards

Required Experience
Bachelor’s Degree in Business Administration, Economics, Urban and Regional Planning, Political Science, Public Administration, or related field from an accredited college or university, with at least five (5) years of relevant experience and three (3) years of experience functioning in a team lead or a lead worker role; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
