The purpose of this position is to administer and enforce land use regulations and supervise projects and staff.

Essential Duties and Responsibilities:

  • Administers land use regulations by reviewing, approving, and enforcing various permit and zoning requests, conducting site inspections, and directing and supervising the preparation and maintenance of files and records.
  • Supervises staff by prioritizing and assigning work, conducting performance evaluations, ensuring staff training and adherence to policies and procedures, and making hiring, termination, and disciplinary recommendations.
  • Leads the Development Review Committee by attending weekly meetings and coordinates review. Responsible for conducting, facilitating, or chairing the weekly meetings, ensuring discussions are productive and focused on compliance.
  • Responds directly to citizen inquiries regarding development standards and proposed projects.
  • Plans, organizes, and directs the review and evaluation of home occupation permits, zoning clearance permits, conditional use permits, additional use permits, privilege licenses, construction plans, and subdivision plats.
  • Reviews permits and applications to ensure compliance with Concord Development Ordinance (CDO), City Code, and other requirements.
  • Provides technical advice and assistance to the general public, builders, developers, primary advisory boards, other City departments and City Council.

  •  Performs other similar duties as required.

Job Specifications and Qualifications:

 Knowledge:

  • Legal procedures as related to the enforcement of laws and ordinances
  • Zoning ordinance and other local, federal and State laws, rules and regulations dealing with land development
  • Managerial principles
  • Public administration principles
  • Advanced planning principles and theories
  • Land development principles and practices

 

Licensing and Certifications:

  • Valid North Carolina Driver’s License
  • Possession of or ability to obtain a Certified Zoning Official Certification (CZO) within one (1) year from date of hire. Failure to obtain within 1 year from date of hire may result in termination.
  • Possession of or ability obtain an American Institute of Certified Planners Certification (AICP) within two (2) years from date of hire. Failure to obtain within 2 years from date of hire may result in termination.

PLEASE NOTE: Applicants must meet the City criteria for an acceptable driving record.

 

Working Conditions / Physical Requirements:

  • Positions in this class require: standing, walking, sitting, talking, hearing, fine dexterity, handling, stooping, kneeling, crouching, reaching, pushing/pulling, lifting, carrying, vision, foot controls.
  •  Light Work: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.
  •  Incumbents may be subjected to extreme temperature.

Required Experience

Bachelor’s Degree in Planning, Geography, Engineering, or related field from an accredited college or university, with at least five (5) years of relevant experience in planning and development and five (5) years of supervisory experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
