The purpose of this position is to fulfill current, short-range and long-range Parks and Recreation planning and development responsibilities. Manage current development projects.

 

Essential Duties and Responsibilities:

  • Evaluates the Greenway Master Plan. Recommends acquisition and development opportunities and assists with acquisition. Coordinates with the Carolina Thread Trail and City Departments to achieve acquisition objectives. Coordinates with Engineering Department and consultants to create greenway designs, budgets and permitting. Participates in greenway construction administration.
  • Evaluates land acquisition needs for park facility development identified in adopted search areas. Recommends acquisition opportunities and evaluate parcels to determine if they are suitable for acquisition. Pursues land acquisition for park facilities as directed in cooperation with Legal, Engineering, Planning, real estate firms and property owners.
  • Participates in park facility development by coordinating with Engineering Department and consultants to create facility designs. Participates as needed with design, budgeting, permitting, bidding and construction administration. Coordinates with internal staff, stakeholders and consultants to achieve specific tasks in the park development process. Conducts presentations at Community Workshops. Assists in the evaluation of budget and staffing needs for park facility development.
  • Provides Construction Administration of greenways and park facilities by coordinating with Engineering in the creation of construction documents, permitting and project manuals. Reviews these documents and manuals for accuracy and ensure appropriate funding is requested. Assists Engineering with construction administration of greenways and park facilities. Coordinates with Parks and Recreation Divisions and other Departments to transition from construction to operations.
  • Assists in the pursuit of alternative funding for projects through private public partnerships and grants.
  • Participates on the Parks and Recreation Project Management Team by meeting regularly with Team members. Provides project management updates of ongoing projects. Pursues project management tasks to ensure completion.
  • Implements and updates all Parks and Recreation adopted plans. Coordinates with Engineering and consultants on the development and redevelopment of existing park facilities. Seeks public and management input to ensure master plans meet the recreational needs of the community.

Licensing and Certifications:

  • Possession of ability to obtain a Valid North Carolina Driver’s License within six (6) months from date of hire. Failure to obtain within 6 months may result in termination.

PLEASE NOTE: Applicants must meet the City criteria for an acceptable driving record.

Working Conditions / Physical Requirements:

  • Positions in this class require: standing, fine dexterity, walking, lifting, carrying, sitting, handling, kneeling, pushing/pulling, climbing, vision, foot controls, bending, crouching, hearing, twisting, talking.
  • Light Work: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.
  • Incumbents may be subjected to extreme temperature, wetness and/or humidity and physical hazards.

Required Experience

Bachelor’s Degree in Planning, Political Science, Geography, Public Administration, Architecture, Economics or related field from an accredited college or university, with at least three (3) years of relevant experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
