The purpose of this position is to manage and oversee the daily administrative tasks and objectives for Solid Waste & Recycling's customer service, and compliance. 

Essential Duties and Responsibilities:

  • Supervises staff by prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained and follows policies and procedures, maintaining a healthy and safe working environment, and making disciplinary recommendations.
  • Responds to escalated calls and staff questions to ensure excellent customer service and service recovery, and coordinates with Code Enforcement in cases of referral and illegal dumping.
  • Analyzes procedures and performance data to assure appropriate industry standards and best management practices are utilized and makes recommendations for changes to City ordinances and policies/procedures as determined by such data.
  • Assists in the implementation timeline of special projects, such as, but not limited to, insourcing of all solid waste services, including geo-locating (GIS), revised customer service procedures/dispatch, and routing of all collections.
  • Prepares and presents reports; communicates in verbal and written format, all plans, goals and financial information; provide presentations to civic groups, homeowner associations, schools and service organizations upon request; updates Solid Waste website with updated educational materials and compliance information; coordinates social media releases with the City’s Sustainability Coordinator.
  • Administers and manages vendor accounts, obtains quotes and makes purchases of equipment and inventory items.
  • Monitors and evaluates all departmental spending, and makes necessary adjustments to stay within budgetary funding allowances throughout the fiscal year.

Licensing and Certifications:

  • Valid North Carolina Driver’s License.

Working Conditions / Physical Requirements:

  • Positions in this class require: fine dexterity, lifting, vision, talking, standing, walking, carrying, sitting, reaching, handling, kneeling, pushing/pulling, climbing, foot controls, bending, crouching, twisting.
  • Sedentary Work: Exerting up to 10 pounds occasionally, or negligible weights frequently; sitting most of the time.
  • Incumbents may be subjected to extreme temperature, wetness and/or humidity, respiratory hazards, noise and vibration.

Required Experience

Associate's degree or diploma from an accredited college or university, technical, business, vocational, or correspondence school, with at least three (3) years of supervisory and relevant experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
