The purpose of this position is to oversee the day-to-day operations of the Planning and Neighborhood Development Department. This is primarily accomplished by dealing directly with the public, ensuring department goals are met, working on economic development projects, and supervising staff.

Essential Duties and Responsibilities:

  • Oversees department activities including planning, community development, economic development, geographic information systems (GIS), and permitting.
  • Coordinates planning and permitting activities with management and the Department Director.
  • Responds or assigns person to respond to public questions regarding departmental functions and programs.
  • Administers and monitors the departmental budget and approves expenditures in the Director’s absence.
  • Prepares records, reports and council actions for planning, economic development and community development either independently or with the appropriate team member.

 Supplemental Functions:

Licensing and Certifications:

  • Certification by American Institute of Certified Planners
  • Valid North Carolina Driver's License

 Working Conditions / Physical Requirements:

  • Positions in this class require: standing, fine dexterity, walking, lifting, carrying, sitting, reaching, handling, pushing/pulling, climbing, vision, foot controls, bending, crouching, hearing, twisting, talking.
  • Light Work: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.
  • Incumbents may be subjected to extreme temperature, wetness and/or humidity, respiratory hazards.

Required Experience

Bachelor's degree in Urban and Regional Planning, Landscaping, Architecture, Public Administration, or Geography from an accredited College or University, with at least five (5) years of relevant and supervisory experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
