The purpose of this position is to perform professional and administrative engineering functions and to provide developmental reviews and implement programs.
Essential Duties and Responsibilities:
- Reviews engineering drawings, development plans and supporting calculations for compliance with City and state rules, regulations, and ordinances and aids owners and engineers about stormwater requirements.
- Assists with implementation of the City’s National Pollutant Discharge Elimination System (NPDES) Phase 2 Stormwater Permit.
- Performs site visits and examinations of construction projects to ensure compliance.
- Participates in mapping, geographic information system support, customer service, filing, record tracking and other departmental activities.
- Tracks, promotes, and supports volunteer opportunities with the public.
- Coordinates floodplain development by reviewing engineering drawings and development plans.
- Supports the department by managing and tracking ongoing projects.
- Serves as liaison between field and office staff and provides direction to co-workers in establishing and coordinating budgets, work plans, and performance measurement tools.

Job Specifications and Qualifications:
Knowledge:
- Applicable local, state, and federal laws, rules, and regulations
- Engineering principles and practices
- Hydraulics and Hydrology principals
- Mathematical concepts
- Cost estimating techniques.
Licensing and Certifications:
- Valid North Carolina Driver’s License
- Engineer Intern Certification preferred.

Working Conditions / Physical Requirements:
- Positions in this class require: standing, fine dexterity, walking, lifting, carrying, sitting, reaching, handling, vision, hearing, twisting, talking.
- Light Work: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.

Required Experience
Bachelor’s Degree in Engineering from an accredited college or university, with at least one (1) year of relevant experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
