Job Description
JOB SUMMARY:
The Community Outreach Specialist contributes to Program Management Team’s efforts to develop and deploy strategic communications and public outreach for projects within the DeKalb County Department of Watershed Management’s Consent Decree (CD) and Capital Improvement Programs (CIP).
ESSENTIAL DUTIES:
Field and Electronic Outreach
- Assisting project managers and contractors with field outreach in support rehabilitation initiatives (i.e., ROEs, point repairs, pipe installation and sewer main cleaning) within Priority Area Sewer Assessment Rehabilitation Program (PASARP) and Ongoing Sewer Assessment Rehabilitation Program (OSARP)
- Assisting project managers and contractors with field and community outreach in support of CD/CIP construction projects
- Developing and coordinating distribution of construction notifications to impacted communities
- Developing and coordinating dissemination of segmented communications (i.e., news releases, e-mail communications, community meeting flyers/invitations, e-newsletter content, social media posts) to impacted communities
- Planning and staffing informational community meetings to share project information with impacted communities
- Contributing to the Issues Registry process
- Properly logging, tracking and providing response/resolution of customer/citizen complaints and claims
- Properly escalating reoccurring or high-risk issues to client for resolution
Content Development
- Writing, editing and proofing project content for print, broadcast and digital platforms
- Developing presentations and other outreach supporting documents
- Initiating and monitoring design and production of project collaterals
- Infusing client’s brand identity across all internal and external project collaterals
- Creating and updating project-related web and digital content for public dissemination
Strategic communications and public outreach planning
- Consulting with Department of Watershed Management (DWM) and AECOM project managers to determine community impact level and impact areas
- Collaborating with Outreach Team to develop and disseminate messaging appropriate to project impact levels and impacted communities
- Collaborating with Outreach Team to develop and implement strategic communications and outreach tactics
- Collaborating with Outreach Team to evaluate and revise project plans to improve effectiveness
Program Procedures

- Content Review
- Public Notifications
- Crisis Communications
- Issues Escalation
Administrative Functions
- Submitting monthly Task 10-Public Outreach reporting on CD/CIP activities
- Attending biweekly and/or monthly project update meetings
- Attending weekly Outreach update, editorial and project review meetings
- Attending biweekly DWM PR & Outreach Team update meetings
Required Skills
KNOWLEDGE, SKILLS & ABILITIES:

- Strong writing and oral presentation skills
- Experience in facilitating public meetings and other public forums

- Work effectively with project engineers, architects and other team members to articulate project goals, issues and timelines
- Flair for creating engaging displays and public education materials
- Knowledge and command of Microsoft Office (including Power Point and Access)
- Available to attend evening and weekend community events and meetings
Required Experience
MINIMUM REQUIREMENTS:
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in business, marketing, or related field
- 3-5 years of related experience community relations or public outreach
PHYSICAL REQUIREMENTS:
- Requires the ability to exert light physical effort including, but not limited to, lifting, carrying, pushing and/or pulling, etc. of objects and materials of light weight (generally 25 pounds and less)
- May involve extended periods of time in seated position and at a keyboard or workstation
WORK ENVIRONMENT:
- This job combines office with some field work
- Willingness to travel extensively to various project sites - Primarily Alabama & Georgia
