Job Summary

 

We are seeking a highly qualified and versatile OCIMF SIRE 2.0 Inspector & Marine Assurance Specialist to join our growing global team. This dual-function role combines field execution of vessel vetting inspections with office-based operational, administrative, and business development support.

The ideal candidate holds current OCIMF SIRE accreditation and brings strong maritime industry expertise combined with organizational acumen. The Specialist will conduct high-quality vessel inspections in the field while actively supporting office operations, including inspector dispatch, vendor onboarding, client relations, and marketing outreach to major oil companies and vessel operators.

Primary Duties and Responsibilities

 

1. Field Operations & Vessel Inspections

•    SIRE 2.0 Inspections: Conduct high-standard OCIMF SIRE 2.0 inspections on oil, chemical, and gas tankers in accordance with OCIMF guidelines, CVIQ questionnaires, and international safety/environmental regulations (MARPOL, SOLAS, ISGOTT).

•    Technical Reporting: Compile, review, and upload comprehensive SIRE inspection reports within strict OCIMF timeframe requirements.

•    Specialized Marine Assurance: Perform additional vetting audits, CDI/OVID inspections, cargo loss control monitoring, and marine assurance assignments as required.

•    Safety & Compliance: Ensure full adherence to health, safety, security, and environmental (HSSE) protocols during all field activities and port operations.

2. Office Operations, Scheduling & Dispatch

•    Inspector Coordination & Dispatch: Assist in managing daily dispatch operations, scheduling local and contract inspectors to vessel locations, and coordinating port logistics with shipping agents.

•    Quality Assurance: Review draft inspection reports from contract inspectors for accuracy, consistency, and compliance with OCIMF and client-specific guidelines before final submission.

•    Database & Documentation Management: Maintain inspector credentials, conflict-of-interest declarations, sanctions checks, and service agreements within internal systems.

•    Administrative Support: Assist in processing field expenses, verifying subcontractor billing details, and providing data support for invoicing.

3. Client Onboarding & Marketing Support

•    Vendor Approval & Onboarding: Assist in driving vendor approval processes with major oil companies, traders, and vessel operators to secure approved service provider status.

•    Client Engagement & Outreach: Support key account managers (KAMs) and marketing teams by participating in client visits, technical presentations, and industry networking events.

•    Market Intelligence & Lead Generation: Identify potential onboarding opportunities across regional ports and track industry developments to expand market presence.

•    Marketing Collateral: Help prepare technical capability statements, promotional presentations, and client proposals to highlight the division's marine assurance capabilities.

 


Required Experience

Skills/Qualifications

 

Technical & Credential Requirements

•    OCIMF SIRE Accreditation: Currently accredited as an OCIMF SIRE 2.0 Inspector (Category 1 Oil/Chemical/Gas preferred).

•    Maritime Background: Chief Mate or Master Mariner (STCW II/2) license preferred, or substantial sea-going experience on tanker/gas vessels; or equivalent senior marine engineering/marine surveying background.

•    Education: Bachelor's or Master's degree in Maritime Transportation, Marine Engineering, Maritime Management, or a related field preferred.

Skills & Competencies

•    Regulatory Expertise: In-depth knowledge of OCIMF programs (SIRE 2.0, TMSA, MEG4), MARPOL, SOLAS, USCG regulations, and international marine safety standards.

•    Administrative & Organizational Acumen: Proficiency with dispatch software, CRM tools, document management platforms, and Microsoft Office Suite (Excel, Word, PowerPoint).

•    Communication: Excellent written and verbal English skills, with the ability to interface effectively with vessel captains, oil major vetting teams, and internal stakeholders.

•    Adaptability: Willingness to balance active travel and field inspections with routine office hours, coordination duties, and project-based administrative work.

 

Working Conditions

 

•    Field Work: Requires regular physical access to port facilities, terminals, and vessels.

•    Office Work: Standard hybrid/office environment for administrative, dispatch, and client support tasks.

•    Travel: Local and regional travel for inspections and client meetings (up to 40–50%).

 

Physical Requirements

 

•    Ability to safely board and inspect vessels, including climbing accommodation ladders and navigating cargo decks, in varying weather conditions.

•    Comply with the requirements of the AmSpec Drug & Alcohol (D&A) Policy.

•    Pass an annual Pulmonary Fitness Test.

•    Pass a physical examination by a physician designated by AmSpec, both before employment and at any time during employment upon request of AmSpec Services, to confirm the Surveyor's ability to perform the essential job functions of the position.
